Program Manager - CLEAREDAlexandria, VA ( Technology Solutions, LLC is seeking a Program Manager to join our team to oversee the overall contract tasks and deliverables for support to the Defense Logistics Agency Research and Development (R&D) Program Management Office (PMO) that oversees the planning, coordination, and execution of R&D projects across five major Program Elements or funding sources: Manufacturing Technology, Logistics Research and Development, Small Business Innovation Program, Operations & Maintenance, and the Defense Wide Working Capability Fund. The position is hybrid-remote with the office location in Alexandria, Virginia.Principal DutiesOversee and coordinate the DLA R&D Support Team conduct of contract tasks to include Strategic Planning; support of the Planning, Programming, Budget, and Execution(PPBE) processes; Strategic Communications and Outreach (to include internal/external Stakeholder Engagement and Partnerships); business process improvement and documentation; records management; track and record audit responses; knowledge management and SharePoint development and administration.Provide contractor team leadership and maintain positive and consistent communication with the government functional leads and Contract Office Representative (COR).Develop and submit a Contract Management Plan (CMP), a Plan of Action and Milestones (POA&M) and the Quality Management Control Plan (QMCP)Serve as lead action officer for support to the PPBE processes:Understand and assimilate national, DoD, and DLA strategies, priorities, and initiatives with DLA R&D program roadmaps, current projects, and planned future projects.Understand and assist in the alignment of DLA R&D goals, objectives, as well as past and current efforts to national, DoD, and DLA strategic priorities.Develop and maintain Program Budget Request strategic planning documents, budget planning worksheets, and update required J-Book documentation, as required.Support the development and submission of the DLA R&D out-year budget requirements for DLA Resource Board review.Assist in the improvement and documentation of DLA R&D Strategic Planning and Program Budget Request processes.Assist PMO in development of strategic plans as required.Identify and prioritize potential risks in coordination with COR and develop risk management strategies, as appropriate.Monitor risk management strategies to prevent adverse effects to cost, schedule, and performance.Apply specialized knowledge of R&D management, DLA processes, Log R&D and the MANTECH and SBIP programs.Provide technical analysis and supporting materials to the J68 R&D PMO.Daily activities include:Work collaboratively with project teams, end users/stakeholders to understand DLA R&D business objectives and requirements and identify capability needs and translate into distinct requirements and technology development initiatives and objectives DLA R&D efforts.Support government functional leads with appropriate analysis and backup materials, collaborating across many business units to communicate complex concepts.Develop senior and executive briefings for internal DLA stakeholders, and external stakeholders to include, OSD, Military Services, Federal and DoD Agencies, Industry, Academic organizations.Develop analytical reports and represent large, complex sets of data through visual representation.Develop new deliverables as needed based on operational requirements and following best-practices for documentation and deliveryGenerate, validate, and maintain analytical reports and visualizations from a variety of sources.Plan, organize, and facility remote and in-person meetings.RequirementsMust hold an active Security Clearance.Bachelor of Arts or Science in business related discipline (logistics, industrial engineering, management, economics, finance, information technology).At least two years recent experience within a DOD organization, including support to DLA R&D or equivalent DOD R&D program.Ability to work independently and demonstrated successful project management reporting and execution; excellent communications at senior levels; and, fully versed in MS Office software suite, to include demonstrated collaboration in SharePoint and MS Teams.Ability to develop executive-level briefing materials, administrative, and logistics support.Ability to develop strong working relationships within teams and across the organization.Excellent oral and written communication skills, including experience presenting to multiple audiences (e.g., technical and non-technical, executive-level).Creative thinker; strong analytical, multitasking, and interpersonal skills.PMP certificationDesired QualificationsPrevious experience with either working or supporting DLAPrevious experience working with R&D budgetsAll qualified applicants will receive consideration for employment without regard to race, color, sex, sexual orientation, gender identity, religion, national origin, disability, veteran status, age, marital status, pregnancy, genetic information, or other legally protected status.
