*GENERAL*
The Deputy Director of Program Management and Environmental Compliance will report to the Director, Caltrain Design and Construction-Program Management. Responsibilities will include overseeing all levels of environmental compliance for all phases of Caltrain s capital project development and implementation for the PCJPB Caltrain.

*ESSENTIAL FUNCTIONS & DUTIES*
*Essential Functions:*
* Development and oversight of environmental review processes to meet the State of California and Federal government requirements for transit agency capital projects.
* Advise and recommend to the Caltrain s Executive Team on matters related to environmental liabilities, promoting environmentally resilient designs and communication protocols.
* Oversight of environmental studies on operating plans, programs, and projects.
* Subject matter expert on environmental laws and regulations including California Environmental Quality Act (CEQA) and the National Environmental Policy Act (N.
* Liaison with internal and external stakeholders on matters related to environmental planning, and compliance.
* Manage a team of environmental consultants.
* Supervise staff. Hire, mentor and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection, coordinate staff training and professional development, objectives, monitor and evaluate employee performance.
*Example of Duties:*
* Develops and coordinates environmental review processes strategy with relevant internal stakeholders, such as design team and engineering.
* Obtain applicable environmental permits from Federal, State, and local agencies for capital programs.
* Manage environmental planning public outreach efforts to meet CEQA/NEPA requirements.
* Oversee environmental planning, public outreach efforts and make presentations.
* Manage the RFP process, selection, and performance of the On-Call Environmental Consulting Support Services contract(s)
* Responsible for providing professional advice to senior management on environmental planning and compliance matters.
* Manage effective and high-quality working relationship with the Federal Transit Administration (FTA) and environmental resource agencies such as the State Historic Preservation Office (SHPO), United States Army Corps of Engineers (USACE), Regional Water Quality Control Board (RWQCB), California Department of Fish and Wildlife (CDFW) and others as needed.
* Manage environmental consulting teams assigned to analyze capital projects.
* Evaluate job performance of staff which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities.
* Perform all job duties and responsibilities in a safe manner to protect one s self, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

*MINIMUM QUALIFICATIONS*
* Bachelor s degree in urban planning, environmental planning, engineering, or a closely related field.
* Six(6) years of full-time progressively more responsible capital project environmental planning.
* Demonstrated development and oversight of environmental compliance programming for capital projects involving CEQA, NEPA, SHPO, FTA, and USACE
* Three (3) years of management experience.
