**Job Summary**

This position will be part of our Contracts service center. Specific responsibilities include managing supplier deliveries in support of our US Government requirements. Will be responsible for the upkeep of open purchase orders and work with Programs for contract modifications. In addition, will work as part of a team to determine requirements and sourcing, place purchase orders in Deltek CostPoint and track the purchase orders through receipt, approve payment and maintain CPSR compliant records. This person will work closely with other departments, as required, to understand requirements to best support the US Government requirements.

**Responsibilities and Duties**

* Establishes source of supply, negotiates price, delivery date, and other necessary commitments based upon authorized requisition that maintains consistency with the Program/Requisitioning Unit requirement and compliance with company policies and federal regulations.

* Responsible for completing purchase order (PO) forms, receiving appropriate approvals.

* Performs competitive supplier evaluation and selection. Establishes proposed bidders list for all subcontracts. Issues inquiry packages to bidders in accordance with the procurement execution schedule.

* Review and analyze factors that affect vendor pricing and determine their ability to meet required delivery dates.

* Collaborate with others in the Contracts organization, along with Finance and Accounts Payable, to ensure accurate and timely delivery of products and ensure prompt supplier payment.

* Responsible for the monitoring of subcontractor/supplier performance, including the management of the deliverables and payment of invoices.

* Serves as point of contact and interacts with customers, subcontractors, and management regarding contract requirements and issue resolution.

* Ability to deal effectively with competing priorities and deadlines, and able to manage multiple tasks in a fast-paced environment while demonstrating a professional attitude.

**Qualifications and Skills**

* Must have a minimum Secret level clearance. Requirements include US citizenship to be subject to a government security investigation and meet eligibility requirements for access to classified information.

* Bachelors degree in Purchasing, Supply Chain Management or related area.; Two (2) years of relevant experience above that which is required for the role may be substituted for each year of the four (4) years of college.

* Must have subject matter experience and practical application experience in purchasing and subcontracting under a Federal Government prime contractor for generating and reviewing purchasing files to ensure compliance under a DCMA approved purchasing system, including Responsibility Determinations, Cost or Pricing Data, Cost Accounting Standards, Commerciality Determinations, Fair and Reasonable Pricing/Price Analysis, best value determinations, make/buy determinations, quotation and proposal evaluation.

* Experience with working in accordance with a DCMA-approved purchasing system (CPSR).

* Experience with commercial acquisitions.

* Estimated travel percentage is 5%, but will vary depending on need.

* Experience with Deltek/CostPoint Purchasing Module.
