The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management is seeking a Senior Advisor.
Salary range: $92,300.00 - $119,900.00 annually.
Summary
Under the general direction of the Chief of Staff, the Senior Advisor will be responsible and accountable for serving as an authoritative advisor to the President/CEO, senior executives and other key stakeholders of PHA. This position will monitor and advise on current housing, redevelopment, public administration and other strategic initiatives and operational programs, as assigned. The Senior Advisor will also serve as executive office liaison with senior management, multi-disciplinary departmental groups, key stakeholders and the Department of Housing and Urban Development (HUD); as determined by work assignments.
Performs other duties and responsibilities as assigned by the President & CEO.
Essential Functions:
Serves as an advisor to the President/CEO, senior staff and other key stakeholders by performing functions which include a broad range of strategic, programmatic and operational tasks. This work will involve independent research and analysis of complex issues regarding housing programs and policies, federal and local regulations and other matters pertaining to affordable housing.
Plays a key role in the development of PHA s strategic plan, initiatives and process re-engineering efforts. Identifies resource requirements, designs and implements assigned project plans, coordinates the logistics and leads work groups participation as assigned.
Assists with translating PHA s vision and strategic initiatives into broadly defined departmental goals or objectives with recommended sequence of steps to achieve them; ensures objectives and milestones are appropriately documented. Conducts follow-up evaluations to ensure milestones are achieved within the established time frame.
Collaborates with department leaders (subject matter experts (SME)) to assess the effectiveness of recommended changes or modifications of procedures or policies, if necessary.
Develops effective linkages with PHA s departments, the U.S. Department of Housing and Urban Development (HUD), local governments, and community agencies on matters related to PHA operations.
Coordinates and/or contributes to the preparation of written proposals for grant funding, in partnership with the Grants department.
Performs other related duties as assigned.
Required Knowledge

Comprehensive knowledge of public housing programs and governing federal, state, and local laws and regulations

Minimum Qualifications
Bachelor s degree from an accredited college or university with emphasis in public administration, business administration, public policy, urban planning or a related field; and at least five years of housing operations management work experience, including at least two years senior level management experience in public housing, affordable housing, and/or real estate redevelopment environment; or equivalent combination of education and experience.
Master's degree preferred.
A valid Commonwealth of Pennsylvania Driver's License is required.
