**Duties**

** Summary**

***Due to the Pandemic and individual states with different phases of reopening, the selectees report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace where this position is located, on a regular basis.***

**Responsibilities**

Serves as a Staff Support Specialist, in the Contingency Planning & Integration Group, and is responsible for tactical and strategic support of multiple program areas such as training, quality assurance, traffic management, airspace and procedures, plans and programs, and other facility program areas.

Provides expert staff assistance, technical analysis and evaluates traffic management directives, policies, procedures and equipment.

Responsible for evaluating proposed changes to traffic management policy, orders and conducts post-event analysis of system-wide performance and recommends improvements that result in greater efficiencies in the operations of the National Airspace System (NAS).

Collects and analyzes all available data as it pertains to traffic capacity, traffic flows, points of congestion, peak hours, etc.

Recommends programmatic initiatives that can be used by air traffic facilities to improve traffic flow within the NAS.

Develops and recommends improvements to automated systems critical to the operation of the NAS.

Coordinates with designated Service Area office/facility traffic management representatives on plans, procedures and operations that may affect inter-facility traffic flows.

Ensures that all necessary coordination is accomplished before any new traffic management program or initiative is implemented.

Conducts investigations, evaluations, and briefs facility personnel. Responsible for briefing A TCSCC management, appropriate levels throughout the FAA and the Department of Transportation on proposed changes to traffic management programs.

The incumbent provides on-the-job (OJT) Training as necessary.

This position is subject to drug and alcohol testing and requires a secret security clearance.

This position is not covered under 5 USC 2109 for purposes of Air Traffic Controller retirement.

Employees are not required to meet medical standards and maintain proficiency as a condition of employment.

Employees are eligible to receive 1.6% currency differential if qualified.

Employees are eligible for true time and one half.

This position requires a secret security clearance.

**Supervision Received**:

Works under supervision of first or second level management, who provides administrative direction for assignments, in terms of broadly defined missions or functions.

Responsible for planning, designing and completing work assignments independently.

Work is evaluated in terms of results achieved and effectiveness in assigned program areas.

Candidates must show Specialized Experience, which is defined as:

* Must have held an FAA 2152 FG-14 or above regional or headquarters position for at least 1 year (52 weeks); OR

* Must have been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility; OR**NOTE:** An employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he or she has been performing the higher-graded work.

* Must have held a MSS position for at least 1-year (52 weeks) in an ATS facility (see NOTE) OR
