**Duties**

** Summary**

The position resides in the Office of Rulemaking, International Policy, Fuel Economy and Consumer Programs. The incumbent in this position serves as a member of the International Harmonization and Policy Division and provides technical and policy guidance to the Director, Chief and Associate Administrator in the development of international policies and represents Agency positions with various stakeholders and foreign governments.

**Responsibilities**

**As a Transportation Specialist, you will**:

+ Perform analyses of rulemaking projects that deal with the global development of safety regulations.

+ Keep abreast of the agency's rulemaking activities.

+ Manage the dissemination of global regulatory information to the public at large.

+ Participate in detailed and critical reviews of strategies presented by the technical program offices on the technical validity, identification and delineation of major policy issues, conformance to agency policy, completeness and accuracy.

+ Monitor and review the activities and results of research, and analyses conducted by expert individuals or organizations, both within and outside NHTSA.

+ Work with other offices of the agency, assist in developing positions to be used by U.S. representatives to international organizations' meetings.

+ Develop background information and report and act as a liaison with the Chief, Director and the Associate Administrator and other offices within the agency on regulatory and other matters.

+ Help maintain an up-to date knowledge of the state-of-the-art in such areas as vehicle structures, occupant restraints, and accident data analyses and evaluates the applicability of such knowledge to NHTSA's activities.

+ Maintain and update the international site on the agency's home page and prepare Federal Register notices and assist in the planning of public meetings on international regulatory matters.

+ Assist the Director with public affairs responsibility by coordinating arrangements for presentations, and by writing and reviewing materials for publication.

+ Maintain liaison and exchange information with portions of the safety community, including industry, international regulatory agencies and academic institutions, to keep abreast of and to participate in the advancement of U.S. state of-the-art technologies and programs. The **ideal candidate** is self-motivated, has demonstrated knowledge and expertise involving vehicle safety, technical standards, international affairs and possesses sound judgment. The ideal candidate has strong analytical, communication skills and previous experience in international technical entities. The **ideal candidate** can manage projects and work cooperatively with domestic and foreign stakeholders to improve vehicle safety and promote Departmental positions internationally.

+ **DEU REQUIREMENTS:** Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). ** Qualifications**

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

**To qualify for the Grade 14**, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

+ **Experience developing, revising and presenting technical information pertaining to agency policies and guidelines.**

+ **Experience working with private sector and or federal agencies to develop US policy positions.**

+ **Experience applying principles, concepts and practices to conduct analytical reviews dealing with development of regulations and standards.**

+ **Experience gaining through employment working with international organizations, foreign governments and other stakeholders.** **KNOWLEDGE, SKILLS AND ABILITIES (KSAs):** Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

* Knowledge through education and employment in developing, revising and presenting technical information pertaining to agency policies and guidelines

* Knowledge working with other federal agencies to develop US policy positions

* Knowledge gained through employment working with international organizations, foreign governments and other stakeholders

* Possessed outstanding written and verbal communication skills.
