Training Manager - Defense Security Cooperation University (DSCU) Ministry of Defense Advisors ( MoDA )

Summit Technologies, Inc. is looking for a qualified Training Manager to provide training management support for the Defense Security Cooperation Agency's (DSCA). DSCU advisor training prepares U.S. Department of Defense (DoD) civilians and military personnel to help foreign partners improve defense capabilities, including personnel and readiness, logistics and sustainment, acquisition and procurement, strategy and policy, and financial management.

Place of Performance: Camp Atterbury and the Muscatatuck Urban Training Center (MUTC), Indiana, or other locations identified in individual task orders. These locations include CONUS and OCONUS (Alaska and Hawaii) US military facilities.

The Training Manager provide s ongoing, continuous subject matter expert support for developing curriculum, advisor training requirements and training plans, evaluating candidate performance in training, and supporting training assessment and evaluation IAW broader Defense Advising program assessment and evaluation standards and processes.

The Training Manager is the lead contractor responsible for all aspects of the planning, coordination, and execution of Defense Advising courses, in accordance with the Defense Advising Program of Instruction and associated DSCU policies and guidance. Course management duties will vary in type and scope in accordance with the design, location, and methodology of each advising course, which can range from a two-day , virtual Senior Executive Advising Seminars (SEAS), to the three -week long , immersive, residential Strategic Advisors Course (SAC). General Course Manager performance requirements are as follows:

  • Support the development of curriculum, annual training plans and calendars
  • Develop and coordinate course schedules
  • Support recruiting and facilitate student registration
  • Recruit and manage instructors, mentors, role-players, and other instructional staff
  • Identify and reserve training facilities and locations


  • Coordinate billeting for all personnel, including students and government staff
  • Manage the setup, daily maintenance, and tear down of all training facilities and locations, includingooms and exercise venues
  • Manage all administrative and logistical support including local transportation, communications, billeting, meals and coffee/water/snack breaks
  • Manage the delivery of audio/visual, communications, and IT support, includingoom presentation systems, printing and copying services
  • Administer student surveys and provide timely analysis and reporting


  • Coordinate the purchase of instructional and student materials including textbooks, advisor handbooks, and individual first aid kits


This position shall meet the minimum qualifications:
  • Bachelor's Degree in Human Resources, Education/Training, Program Management
  • Proven experience in working in education and training (at least 3+ years)
  • Familiarity with training management programs

  • Good collaboration and teamwork skills
  • Excellent leadership and motivational skills


Preferred Qualifications for the Training Manager include:
  • Master's degree in operation, business management, international relations, ....


  • Five plus (5+) years in related work experience
  • Training and certification in executive/leadership coaching
  • Experience working with the government
