Summary These positions are located in Pecos District, Roswell Field Office. These are TERM positions. Appointment to these positions will not convey permanent status in the Federal service and will be for a period not to exceed 4 years. Responsibilities The incumbent serves as a specialist the field/district office for surface protection and reclamation, and is responsible for duties associated with surface disturbing activities as they relate to establishment and discovery of landfills on public lands, establishment of corporate operations that may have hazardous effects on public lands and surrounding ecosystems, discovery of hazardous material dumping or spillage, superfund site management, oil and gas operations, exploration, development, reclamation, and environmental compliance on Federal and split estate lands within the district/field office. Evaluate surface protection and management program goals and objectives. Make recommendations on implementation of mitigation measures to reduce the impacts on the environment. Ensure that restorations and mitigations are conducted as required by the initial authorization and conditions of approval. Conduct inspections and evaluations of proposed and existing hazardous materials or spill sites Conduct research and gather and maintain environmental data relating to mitigation of surface impacts and restoration of surface disturbance to a productive condition. Apply environmental laws, regulations, executive orders, and/or environmental policies relating to hazardous waste, hazardous substances, and hazardous materials. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts, with conferred date must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-05: General Experience: Applicants must have 3 years of progressively responsible experience, 1 year of which was equivalent to at least a GS-04 grade level in the Federal service that demonstrates the ability to: (1) analyzing problems to identify significant factors; (2) gathering pertinent data, and recognizing solutions; (3) planning and organizing work; (4) communicating effectively. OR Education: Successful completion of at least 4 years of education above high school leading to a bachelor's degree from an accredited college or university in environmental management, or environmental sciences; and/or other related disciplines associated with such environmental subjects as policy, politics, law, economics, social aspects, planning, pollution control, and natural resources, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). OR Combination: Successful completion of a combination of education and experience as described in A and education as described in B that, when combined, equal 100% of the total requirement. To combine education and experience, first determine your total qualifying experience as a percentage of the experience required for the grade GS-05; then determine your education as a percentage of the education required for the grade GS-05; and then add the two percentages. The total percentages must equal at least 100 percent to qualify you for the grade level. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). GS-07: Experience: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) assisting with gathering and maintaining environmental data relating to mitigation of surface impacts and restoration of surfaces to a productive condition; (2) participating in inspections to identify sites needing additional work to achieve adequate restoration; (3) maintaining effective working relations with others to meet environmental program goals and objectives; (4) assisting with conducting inventories and monitoring activities that support land use plans. OR Education: Successful completion of one (1) full year (18 semester hours) of graduate level education from an accredited college or university in environmental management, or environmental sciences; and/or other related disciplines associated with such environmental subjects as policy, politics, law, economics, social aspects, planning, pollution control, and natural resources, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). OR Education-SAA: Successful completion of completed a Bachelor's degree from an accredited college or university, in environmental management, or environmental sciences; and/or other related disciplines associated with such environmental subjects as policy, politics, law, economics, social aspects, planning, pollution control, and natural resources, which provided me with the knowledge, skills, and abilities necessary to do the work of this position, and I meet one of the following requirements for Superior Academic Achievement at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.)- 2.95 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. (Note: A copy of your transcript, with conferred date is required as documented proof of your GPA, class standing, or election to honor society membership.) OR Combination: Successful completion of a combination of education and experience as described in statement A, but less than one (1) year of graduate education as described in statement B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (Note: You must submit a copy of your transcripts as proof of any claimed education.) GS-09: Experience: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) arranging and participating in the inspection of proposed new oil and gas drilling sites and abandoned oil and gas well sites; (2) determining the potential impacts to the environment caused by hazardous materials sites; (3) gathering and maintaining environmental data relating to mitigation of surface impacts and restoration of surfaces to a productive condition; (4) coordinating and consulting with various agencies concerned with the proper protection and conservation of various ecosystems and communities. OR Education: Successful completion of a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university in environmental management, or environmental sciences; and/or other related disciplines associated with such environmental subjects as policy, politics, law, economics, social aspects, planning, pollution control, and natural resources, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (Note: You must submit a copy of your transcripts as proof of any claimed education). OR Combination: Successful completion of a combination of education and experience as described in statement A, but less than one (1) year; and I have more than one (1) year, but less than two (2) years of graduate education as described in statement B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (Note: Only graduate education in excess of the first year (18 semester hours) is creditable toward meeting the experience requirement when combining experience and education.) Physical Demands: The individual in this position performs work in an office setting, however, considerable field work is required to gather data, conduct evaluations and meet with industry operators. The individual may be required to walk or ride vehicles over rough terrain, perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples. Working Conditions: The incumbent works in an office setting, however, field work is required to complete projects. The employee may be exposed to discomfort from harsh weather. The incumbent may subjected to hostile wildlife, chemical and physical hazards. The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
