Description:
Markon is seeking a Project Manager/Construction Manager (PM/CM) to support one of our Intelligence Community customers. This individual will assist the government Program Management Office (PMO) with project management, construction management, requirements development, stakeholder engagement, field inspections, and status reporting for the Facilities Project Management enterprise. This role requires day-to-day owner representation and coordination with construction contractors to integrate other government contracts (OGCs). The PM/CM must be highly proficient with construction drawings, specifications, and standard construction industry practices.
Responsibilities:
Review designs submitted for changes to Government facilities
Develop project management plans
Lead multi-disciplinary teams of architects and engineers from a variety of organizations
Manage project designs and/or construction efforts
Manage and evaluate contractor performance
Integrate and coordinate projects with field personnel
Conduct construction inspections to ensure conformance with design specifications and building codes
Provide official daily construction reports and weekly project status reports
Prepare and distribute project communication with customers, management, integrated project teams and stakeholders
Assist the Contracting Officer and COTR with acquisition planning, execution, and administration
Collect requirements, prepare scopes of work, conduct market research, and develop sole source justification if appropriate
Conduct technical review and evaluate project solicitations, proposals, quotes, and proposed change requests
Review and approve shop drawings and submittals, and/or RFI's
Conduct pre and post bid/construction site visits
Assist in the preparation of Contractor Performance Report (CPR) upon contract closeout
Conduct punch list meetings and approve punch-list items prior to property turnover
Maintain, Track, Facilitate, and Update Contract Change Requests (CCRs)
Host and facilitate Utility Assistance Request (UAR) meetings between stakeholders and the general contractors to accommodate building outages
Create, distribute, maintain, and store all transmittal documents
Job Requirements
Required:
TS/SCI clearance with CI Polygraph
Bachelor's degree
8+ years of experience managing complex projects (MILCON)
Proficiency with Microsoft Office (Word, Excel, PowerPoint, and Outlook) and Microsoft Project
Proficiency with developing project management plans, leading multi-discipline teams of architects and engineers from a variety of organizations, and monitoring/reporting project status
Highly skilled in customer service and diverse stakeholder engagement
Competent in reading and understanding construction drawings/specifications and knowledgeable in standard construction industry practices
Desired:
Project Manager Professional (PMP) certification
Certified Construction Manager (CCM) certification
Construction Quality Management for Contractors (CQM-C) USACE certification
Experience with new building construction
