Job Description

GST is actively seeking an Indefinite Delivery/Indefinite Quantity ID/IQ Program Manager in support of our Department of Homeland Security (DHS) Science and Technology Directorate (S&T) customer working full-time in the Metropolitan Washington DC area on their Systems Engineering and Technical Assistance (SETA) contract.

The Program Manager will be capable of the following: Performing planning and scheduling, creating Work Breakdown Structures (WBS) progress reporting, cost control, organization and manpower planning, contract administration, developing work breakdown structures, performance analysis, technical risk analysis, financial planning, quality assurance, and quality control on all submitted deliverables. The PM will keep our DHS customer informed of ongoing technical/ administrative concerns. The primary support areas for the ID/IQ will be:

  • Technology Foraging and Scouting
  • Research and Development.
  • Test and Evaluation.
  • Systems & Operational Analysis and Engineering.
  • Information Management.
  • Operational Testing and Integration
  • Technology Transfer
  • Risk Management and Mitigation

Our Program Manager will oversee the DHS S&T SETA ID/IQ contract which will provide professional scientific, technical and programmatic assistance and relevant administrative assistance services to support the above efforts.

Our Program Manager will be established at the ID/IQ level who will serve as the single point of contact for all contractual matters relating to the overall ID/IQ. This includes tracking all task order performance, resolving any performance issues that cannot be resolved at the task order level, ensuring vacant positions are filled in a timely manner, overseeing the contract transition and record keeping, ensuring quality service is provided and overseeing Task Order Manager(s). The IDIQ Program Manager will serve as the liaison between the ID/IQ Contracting Officer Representative and the contractor management. The ID/IQ Manager will be a proven leader who can step in and make timely decisions to help rectify any and all situations risen at the task order level.

The Program Manager shall be responsible forAssigning work, managing personnel, finances, operations and technical programs.

  • Ensuring that projects are fully controlled, and that goals and objectives are set;
  • Assigning program responsibility; Documenting results; and
  • Ensuring the successful performance of the requirements in the ID/IQ contract/task orders.

THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:

  • Master s Degree in either a business, technical or engineering field.
  • 15 years Program Management Experience at IDIQ level.
  • 10 years managing complex scientific, safety, or engineering contracts or related activities.
  • Proficient in the use of all Microsoft Office Suite products, MS Project, Microsoft Internet Explorer, and Adobe Acrobat productsPMI PMP or demonstrated knowledge and skills in risk management, earned value analysis, budgeting, cost and schedule controls, contracting, leadership and organizational management.
  • Current or ability to obtain Secret Security Clearance and DHS Suitability.
  • US Citizen

THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION:

  • Bachelor s Degree in a science field (i.e., physics, engineering, business)
  • Project management knowledge areas such as project integration management, project scope management, project resource management, and project stakeholder management.
  • Ability to support the management of projects within the five constraints of cost, scope, schedule, quality, and risk.
  • Proven ability to support the management of projects with value greater than $5M.
  • Previous DHS experience a plus.
