JOB OVERVIEW

The Pre-Construction Manager / Estimator will lead a vital part of the construction project life cycle. The position will work closely with Sr. Management group and staff to lead and develop business strategies, processes, and tools necessary to expand our market share and continue to win projects nationally. This position will report to the Vice President, Preconstruction / Estimating.


The position's primary role is to manage, facilitate and perform Precision's Pre-Construction / Estimating function. The Pre-Construction Manager / Estimator will focus on the upfront portion of the project life cycle, preparing budgets, schedules, documentation, and permits required to position the project to successfully turnover to the Project Management team to facilitate the start and successful delivery the project to our client. This key position will work with other departments in the business life cycle to develop best practices and implement new processes and tools that reliably improve our project win rate, estimating, project management and delivery. The Pre-Construction Manager / Estimator will participate with Sr. Management to establish business strategy, generate new business, position the company to be competitive with right sizing our bidders and negotiating best possible pricing while setting up our projects for success.


JOB RESPONSIBILITES

  • Ability to mature, direct and develop the pre-construction function within the organization.


  • Ability to facilitate and perform pre-construction activities to include:
  • **Plan, lead, and coordinate pre-bid activities,
  • **Accurately manage data, revisions, and flow of information,
  • **Analyze plans, drawings and / or site visits, to define scope, labor, equipment, material takeoffs and identify required RFIs.
  • **Identify required trades and right size potential bidders to project,
  • **Create and send out bid packages,
  • **Follow up with potential bidders,
  • **Using bid tabs, evaluate bidders and bids,
  • **Identify construction timeline,
  • **Create and present client proposal,
  • **Secure required permits,
  • **Produce CPM project schedule, internal budgets, project buyout,
  • **Complete turnover to Project Management and support as needed.


  • Ability to lead, manage, mentor and train staff to perform pre-construction activities.
  • Ability to read, interpret and validate drawings to determine scope, accuracy, constructability, required trades, labor, equipment and materials.
  • Ability to organize, disseminate and communicate effectively project details to internal team, vendors, and subcontractors.
  • Ability to properly use and apply CSI division construction codes for bidding and scheduling from construction plans and drawings.
  • Ability to translate drawing assessments into well written RFIs required to improve construction drawings.
  • Ability to facilitate, identify and document value-engineering opportunities from drawings.
  • Ability to complete the due diligence and secure permits in varying jurisdictions.
  • Ability to prepare conceptual budgets and cost estimates based on limited drawings and client information.
  • Ability to proactively collaborate with Sr. Management, staff, co-workers, and outside entities.
  • Ability to compare, analyze and qualify vendor, and subcontractor bids.
  • Ability to represent the company in a positive and professional manner when interfacing with trades, vendors, subcontractors, and clients.
  • Ability to present and sell proposals and justifications to clients.
  • Ability to develop and maintain relationships with contractors, suppliers, and other industry professionals.
  • Ability to establish strategies to align and leverage local and national construction markets and trends.
  • Ability to estimate and manage multiple projects simultaneously in the pre-construction phase.
  • Ability to collect, analyze and apply historical project data to new proposals.
  • Ability to manage priorities and meet proposal deadlines


JOB QUALIFICATIONS

  • Must have expert knowledge and experience of the construction industry and construction methods in the areas of Architecture / Engineering specifically as it relates to new ground up project and tenant build outs.
  • Must have knowledge and experience with pre-construction activities, specific to contracting, cost estimating, budgeting, buyout, and value engineering.
  • Must have strong understanding of the construction project life cycle.
  • Must have excellent leadership and management skills.
  • Must have excellent priority setting and time management skills.
  • Must bring a solid industry network of contacts, experts, and resources.
  • Must have knowledge and experience using Excel and formulas to create and maintain bids.
  • Must have knowledge and experience with analysis and estimating software & tools.
  • Must be detail oriented, with strong planning and problem-solving skills.
  • Must have excellent interpersonal skills.
  • Must have excellent and articulate written and oral communication.
  • Must be self-motivated and able to work independently.
  • Must be convincing and resourceful during bidding process.
  • Must be able to adapt quickly to change in a fast-paced environment.
  • Ability to pass a drug test and criminal background check.


EXPERIENCE

  • Bachelor s and / or graduate degree in Engineering, Architecture, or Construction Management.
  • 5 10 years in Pre-construction and/or Project Estimating or related construction discipline
  • Strong background with the project life cycle as it relates to project assessment, estimating, contracts, scheduling, task management and financial analysis.
  • Strong background leading, setting, and managing priorities, activities, and people.
  • Must be proficient with Microsoft Office Suite (Excel, Word, Outlook, etc.), Bluebeam, ISqFt, Building Connected, AIA Documents, Adobe Sign, (Foundation, Project HQ, ATSA Power Project and Procore is a plus).
  • Some travel to jobsites, both in state and out of state may be required.
