Status: Full-Time
Hours: Contract Position, 5 days per week, from 8:30-5:30 with hybrid office/telework

ESSENTIAL FUNCTIONS:

Analyze and monitor the financial implementation of workplans in accordance with the approved budget allocations. Prepare financial reports on expenditures and revenues.
Allocate or retrieve funds in PAHO system (Workday).
Monitor funds to ensure availability for operations; advise, when necessary, of funding and expenditure conditions that may affect the operations.
Maintain an up-to-date database on operations.
Keep records of utilities bills.
Manage department contracts: prepare requisitions for new contracts, extend/increase/close current ones. Follow up with both Procurement and Finance Departments.
When appropriate serve as a liaison between PBE, FRM, PRO on administrative matters for the entity.
Under the supervision of the Administrative Officer assist Country Offices regarding: 1) the Master Capital Investment Plan (MCIP) guidelines and procedures; review and provide feedback on MCIP proposals received. 2) the Vehicle Replacement Plan guidelines and procedures. Update the Vehicle Replacement Plan database for decision making and report.
Review and process payment for services and/or goods related to general services operations; ensure invoices -for fixed and variable cost related to facility management services are accurate and valid.
Maintain a database on HQ and country's satellite phone bills and support country offices regarding this service.
Update vendors on payments processed, and report discrepancies.
Manage the Iron Mountain contract which provide storage service for PAHO files.
Prepare draft correspondence related to the duties on own initiative or from verbal/written instructions for signature of GSO Director.


EXPERIENCE AND MINIMUM QUALIFICATIONS

Fluent in speaking and writing English and Spanish (Required)
US citizen or legal resident
Highschool diploma
5 years of experience in accounting and/or finance work
Advanced MS Office functions to include statistical tables
