Pay Range: $138,046 - $179,462 per year

Duties:


  • You will provide independent, timely, and highly professional expertise and project management services for the planning, design, and construction execution of difficult and complex projects.
  • You will work closely with CI design and construction Product Line Leadership and Chief Engineers to provide consistency across NAVFAC on issues regarding acquisition, funding, design, construction, etc.
  • You will collaborate with other engineering and architectural disciplines to review and advise on the development of execution plans and timely completion of all phases of the work within available funds and authorized scope.
  • You will plan and lead meetings and conferences required for the execution of projects.
  • You will monitor project cost and scope amounts during planning, design, and construction contract execution with respect to authorized Congressional thresholds.




Condition of Employment:


  • Must be a U. S. Citizen.
  • Must be registered as a Professional Engineer or Registered Architect.
  • Occasional travel within CONUS/OCONUS may be required. Must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications:


Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:


  • Applying expert knowledge of engineering concepts to execute significant projects representing an important segment of an agency's programs;
  • Demonstrating knowledge of standards, codes, and practices of engineering and architecture governing the identification, execution, and delivery of technical products and services;
  • Communicating effectively through oral and written expressions, and demonstrating the ability to work effectively with other professionals; and
  • Budgeting, planning, and managing projects to review, assess, and resolve design and construction issues.


Education Requirement:



Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional Engineering/Architecture Degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.


Bachelor s Degree (or higher) in Engineering/Architecture;


OR


Professional registration or licensure: Current registration/licensure as a Professional Engineer (PE); Or Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board.


OR


Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A. (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. (above);


OR


Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
