Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

The Construction Manager is responsible for providing construction oversight and management to assure compliance with contractual requirements. He/she will also provide documentation and monitoring of the contractor's technical compliance and progress relative to assigned contracts/orders.

Key responsibilities:

  • Provide daily management of work sites for both new construction and renovation projects, coordinating site activities and assuring that all disciplines directly involved in the project are in phase with the project goals and objectives.
  • Overseeing and coordinating with subcontractors performing work ensuring quality standards are met.
  • Conduct and document quality assurance and safety inspections throughout the construction process, assuring working environment is maintained at acceptable levels, and tools and equipment are in good working condition.
  • Liaise between subcontractor and DynCorp PMO through preparation and management of schedules and resources.
  • Proactively identify, mitigate, and track recurring construction issues.
  • Ensure adherence to legal regulations, building and safety codes, and other requirements.
  • Attend coordination and progress meetings; maintain regular oversight at project sites during construction, in-progress monitoring, punch walks, and construction closeout.
  • Maintain and update work requirements and monitor contract obligations.
  • Identify and mitigate work delays, emergencies, and other project disruptions.
  • Coordinate workflow and activities of multiple trade partners.
  • Schedule progress inspections and post-walk through inspections.
  • Identification, Calculation, and Submittal of change orders.
  • Monitor and control crew hours.
  • Confer with supervisory personnel, owners, contractors, or design professionals to discuss and resolve matters such as work procedures, complaints, or construction problems.
  • Perform other responsibilities associated with this position as may be appropriate.

Qualifications to be successful in the role:
  • Bachelor's degree in engineering from an accredited college or university.
  • Must possess an active Secret clearance issued by the U.S. government.
  • At least 10 years of construction engineering or construction management experience.
  • Prior experience working on DoD projects is essential.
  • Ready to travel to Guam.
  • Completed OSHA 30 training within the past 2 years.
  • Knowledgeable in construction scheduling methods and familiar with the use of Primavera P3/P6, RS Means/CostWorks, and Microsoft Projects
  • Excellent English written and verbal communication skills.
  • Requires strong leadership and people management skills.
  • Ready to work with international and multi-culture discipline.
  • Experienced in managing multiple tasks and projects.
  • Able to plan and manage staff, budget, schedules, and clients for large projects.
  • Experienced in organizing, directing, and coordinating strategic planning activities.
