The duty station for this position is at the Supervisor's Office in Mendon, VT. The brand new, state-of-the-art Supervisor's Office opened September 5, 2023 at 4387 US Route 4, Mendon, VT 05701. Location is minutes from multiple ski resorts and ample recreation opportunities!

Description
The Forest Service manages over 192 million acres of national forests and grasslands that comprise the National Forest System (NFS). Our growing population and mobile society have created a demand for a variety of uses of these federal lands; often these diverse needs require specific approval. The Forest Service's special-uses program authorizes uses on NFS land that provide a benefit to the general public and protect public and natural resources values. This program is a rigorous work and learning experience that provides exposure to the Forest Service, development and training opportunities, and the opportunity to make a lasting impression on generations to come. This position requires a detailed oriented and self-motivated individual. The internship will focus on Recreation and Lands Special Uses and allow for the development of knowledge, skills, and expertise to assist the Green Mountain and Finger Lakes National Forests (GMFL).

Duties

  • Support administration of a variety of special use authorizations (permits, term permits, leases, and/or easements) for activities including: recreation residences, linear rights-of-ways, electric power lines, gas pipelines, outfitter/guides, campground concessions, recreation events, communication uses, and more!
  • Utilize Geographic Information System (GIS) and the Forest Service Special Uses Data System (SUDS) database to support administration of the GMFL Special Uses (SU) program, including creating maps, drafting permits, monitoring permits, generating bills, recording permit compliance, and generating reports.
  • Conduct and document permit inspections and performance evaluations for lands and recreation special uses.
  • Draft National Environmental Policy Act (NEPA) documents for SU projects.
  • Evaluate simple special uses proposals according to regulatory screening criteria. As part of evaluation, contact various publics, other governmental personnel, and Forest Service specialists to conduct capability determinations and to determine compliance with forest plan direction.
  • Processes special use permits making certain the use to be made of the land is compatible with Forest Service programs and objectives and that each permit fully protects the public interest.
  • Keep land special uses authorization holders, applicants, and concerned publics informed of Forest Service regulations, restrictions, time frames, and resource management practices.
  • Process special uses authorization renewals, terminations, revocations, or suspensions as appropriate. Complete, or assure completion of, appropriate documentation to support action.

Qualifications
  • Knowledge of computers and the skills to prepare documents using word processing skills. The position requires that skills in using electronic databases, geographic information systems, and geographic positioning systems already exist or be developed over time.
  • Ability to deal with widely diverse groups representing a variety of philosophies; negotiate effectively and fairly in the face of adversity; stimulate discussion leading to resolution among groups with divergent beliefs; and maintain a professional image of the Forest Service during all of the above.
  • Ability to write clearly and concisely to prepare and submit correspondence and technical reports.
  • Competency in reading and interpreting maps (ownership, aerial, topographic).
  • Knowledge or enthusiasm to learn about public land laws (including the National Forest Management Act and NEPA), Code of Federal Regulations, and Forest Service policy applicable to the administration of special uses authorizations.
  • Knowledge of environmental laws and regulation required to assist in the development of supporting environmental documentation.

About The Forests
The GMFL consists of two national forest units, the Green Mountain National Forest in south-central Vermont and the Finger Lakes National Forest in upstate New York. The Green Mountain National Forest comprises approximately 400,000 acres along the spine of the Green Mountain region in Vermont. This forest is one of the most heavily recreated national forests in the nation and comprises approximately 5% of Vermont's land base, and 50% of the public lands within the state. The Finger Lakes National Forest comprises about 16,000 acres located near Watkins Glen, NY.

The GMFL operates as a unified forest with a Supervisor's Office in Mendon, VT and District Offices in Manchester and Rochester, VT as well as Hector, NY. Both forests work collaboratively with other agencies and groups to enhance our collective conservation and stewardship of resources on and off the forest.
