Basic Qualifications

Bachelor's degree in a related field or equivalent experience is required plus a minimum of 8 years relevant experience; or Master's degree plus a minimum of 6 years relevant experience to meet managerial expectations.

CLEARANCE REQUIREMENTS:

Department of Defense Secret security clearance is preferred at time of hire. Candidates must be able to obtain a Secret clearance within a reasonable amount of time from date of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

Responsibilities for this Position

GDMS has an immediate opening for a Supply Chain Procurement Manager (SCPM). The SCPM is the Business Segment/ Program lead supporting the Surface Ships Business Area. The SCPM has overall responsibility for the Segment s Supply Chain Management (SCM) of Material and Subcontract performance. To obtain the desired results, the SCPM requires a combination of strategic thinking, creativity and discipline within Supply Chain and the ability to develop innovative solutions to meet the business objectives.

As the Supply Chain Manager, you ll lead the supply chain efforts, accountable for supplier performance in meeting the cost, schedule and technical needs of our business. Working directly with management to address all aspects of supply chain management, including procurement support, commodity business plans, market trends assessment, pricing, and product availability, you ll support proposal activities with innovative solutions to meet program needs and requirements. This will require building productive internal/external working relationships to coordinate purchasing activities to acquire products and services in the most cost effective and timely manner. In addition, you ll review and analyze purchase requisitions, develop new supply sources, and continually recommend cost saving proposals or alternative sources.

REPRESENTATIVE DUTIES AND TASKS:

  • Develops and leads the Supply Chain Material Procurement and Subcontract Team within Surface Systems
  • Identifies and manage the business risks and opportunities directly/indirectly influenced by Supply Chain content
  • Leads the financial, technical and schedule performance requirements levied on the Supply Chain Team (SCT)
  • Champions SCT initiatives and process improvements required to meet business objectives
  • Translates and incorporates the business needs into Supply Chain strategies by leveraging supplier innovation in winning solutions for General Dynamics and our customers
  • Aligns with management to address all aspects of SCM including subcontract agreements, procurement support, commodity business plans, market trends assessment, pricing, and product availability/ development
  • Liaises with functional groups ensuring alignment with business objectives
  • Requires ~30% or more to travel after COVID-19 restrictions are lifted.

ADDITIONAL TASKS:

  • Recommends cost saving proposals including alternative sources
  • Establishes requirements and monitoring measures of performance, change in scope, and corrective action within the Supply base.
  • Reviews high complexity, value and risk purchase orders, contracts and agreements, and ensures all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure while identifying potential risks in terms and conditions
  • Reviews (and may prepare) Procurement Management Plans including but not limited to Supplier Negotiation Strategies, Risk Profiles, Strategic Levers and Material Release Plan(s)
  • Establishes negotiation strategies for cost, schedule, and deliverables of critical suppliers commodities, services, or subcontracts to meet business objectives.
  • Leads Yearly, Quarterly & Monthly financial forecasting, monitoring and execution
  • Employs strategic initiatives to drive On Time Delivery (OTD)
  • Performs sourcing/market research and formulates the strategy to manage the operations and/ or procure the commodities or services, or subcontract content thereby bringing the best value to the business
  • Ensures procurement documentation has the proper decomposition of requirements to meet the projects needs at the system level and documents clearly and concisely the substance of discussions, agreements, and results of supplier negotiations
  • Ensures proper design reviews, subcontract data requirement list, and acceptance criteria are defined
  • Supports audits and develops easy to follow documentation for the auditors that enables a favorable outcome for General Dynamics
  • Assists with Supplier performance, development, and continual improvement
  • Champions and embraces change while leading the team through evolving business strategies
  • Champions process improvement and looks for continual improvement opportunities
  • Leads the development of new supply sources maintaining competitive, current, and technologically sound solutions in support of customer visions
  • Develops and conducts training classes in support of supply chain initiatives and compliance
  • Leads small/medium complexity projects

  • Strong knowledge in the applicable contractual flow downs, federal, state, Federal Acquisition Requirements/DFAR, and local laws, and the ability to apply them in the procurements of commodities, services, and subcontracts
  • Expert in specific commodity, product, services, or technology
  • Expert analytical and negotiation skills
