The Environmental Quality Division is actively seeking one (1) Environmental Specialist - Petroleum Cleanup/Tank Inspections.

This is professional work in conducting investigations and reviewing field tests, sampling, and investigations by others to assess the natural environment at petroleum tank or petroleum contamination sites to determine sources/source areas and methods for controlling/remediating pollutants in, water and soil. The work requires knowledge of environmental assessment and pollution control principles, practices, methods, techniques, and procedures, usually gained through degree granting schools, or an equivalent level of practical knowledge gained through experience . Provides technical guidance and may schedule, assign, train and review the work of others. Contacts with others require skills in understanding and/or influencing people and are important in dealing with others concerning compliance and regulatory assistance, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The administrative work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involving differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences . The work may be performed in a somewhat uncontrolled environment where there are some risks and hazards, but they are generally known, predictable and mostly controllable. Operates motor a vehicle and other standard office equipment including personal computer. The physical demands are moderate and may include walking and climbing to conduct inspections or observe field work and lifting or moving objects weighing up to 25 pounds. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and, or well-defined policies, and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods. standards, and policies.

Examples of Work

+ Reviews and/or observes field tests, sampling, and investigations to assess the natural environment at petroleum tank or petroleum contamination sites to determine source areas and remedial action of the contaminants in water and soil.

+ Reviews field inspection reports and assigns and monitors follow-up corrective and enforcement actions and plans.

+ Investigates complaints concerning suspected violations of environmental laws, rules, and regulations.

+ Coordinates and participates in enforcement actions with external agencies.

+ Drafts, prepares, and reviews reports, correspondence and other documents concerning inspection activities.

+ Reviews and prepares comment/approval letter for assessment and remedial action reports.

+ Consults with management, other governmental agencies, and industry representatives on environmental matters.

+ Develops data processing applications involving databases and spreadsheets

+ Provides technical guidance and may schedule, assign, train and oversee review the work of others.

+ Operates standard office equipment including personal computer using word, spreadsheet, database, and related software

+ Operates a motor vehicle.

+ Demonstrates proficiency in the City of Jacksonvilles competencies.

+ Performs related work as required.

Open Requirements/Supplemental Information

+ A Bachelor's Degree from an accredited institution with a major in one of the physical or natural sciences or engineering and

+ One year directly related experience.

+ To be exempted by the Florida Department of Environmental Protection must have a five-year combination of the following:

+ Experience managing petroleum or hazardous waste cleanup sites, installing, or inspecting underground storage tanks, sampling soil and/or groundwater, GIS, or CAD experience specifically with creating figures for assessment or remediation, QA/QC experience in the environmental field, or specific work experience requiring the 40-OSHA 29 CFR 1910.120 HAZWOPER certification.

LICENSING/CERTIFICATION/REGISTRATION:

+ OSHA 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification will be required and must be maintained. The city offers 40-hour HAZWOPER training and 8-hour refresher for staff.

+ A valid driver's license is required prior to appointment and must be maintained during employment in this class.

+ Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification.

OTHER REQUIREMENTS:

+ The probationary period for this class is six months.
