Position Summary:

This position requires the following time and staffing commitment:

Witt O'Brien's is actively seeking an innovative, motivated, and talented Hazard Mitigation Planner to join our team. In this role, you will be responsible for developing hazard mitigation plans that are compliant with FEMA Section 201. The position will include, but is not limited to, conducting stakeholder engagement and interviews to collect data, assisting with plan research and data collection / management, and assisting with hazard vulnerability and risk assessment technical writing. This position is remote; however, some travel may be required for client meetings.

Position Details:

  • Reports to: Mitigation Director
  • Position Location: Remote
  • Position Type: On-Call
  • FLSA Status: Non-Exempt
  • Compensation: Commensurate with experience
  • Travel: As need to support client needs

Essential Job Functions:

The candidate will perform the following essential functions:
  • Develop and/or update state and local hazard mitigation plans.
  • Assist with plan research, data collection, and data management.
  • Coordinate input from various plans, data sources, and stakeholders
  • Facilitate planning team meetings, public outreach, and other stakeholder engagement.
  • Provides client-facing technical consulting on program policy and procedures.
  • Manages projects, as needed, using company standard project management principles.
  • Reviews projects to identify and develop hazard mitigation projects.
  • Assist with plan research and data collection / management.
  • Technical writing and evaluation include risk assessments.
  • Collect and review data for incorporation into the capability assessment.
  • Identify mitigation solutions to reduce the identified hazard vulnerability.
  • Provide guidance on FEMA Section 201 mitigation planning requirements.
  • Travel for meetings as needed.


Minimum Job Requirements
  • Bachelor's Degree- preferred in urban planning, resilience, mitigation related, or related field or equivalent experience.
  • Previous local or state mitigation planning experience, including risk assessments, stakeholder engagement, and regulation compliance.
  • Ability to analyze scientific hazard data.
  • Excellent oral and written communication skills- Please provide relevant writing sample.
  • Ability to prioritize and handle multiple projects in a changing work environment.
  • Ability to work independently and/or on a team.
  • Strong organizational skills
  • Exceptional research skills
  • Strong time management skills and strong work ethic
  • Comfortable interacting with Clients and Client Stakeholders
  • Proficient computer skills: (including MS Teams, MS Word, MS Excel, PowerPoint; Adobe Acrobat Professional)


Preferred Job Requirements
  • Certified Floodplain Manager (CFM) Certification, AICP Certification, or other relevant certification
  • GIS and HAZUS-MH skills
  • Proven success for project management of planning projects
  • Previous experience with FEMA Hazard Mitigation Assistance Programs


Work Schedule

This position requires the following time and staffing commitment:
  • May be asked to work irregular/extended work hours.
