Summary This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. Responsibilities As part of the CHIPS Investment Office Operations team, you will: Lead investment process operations in the CHIPS Investment Office tracking project progress against established milestones, identifying deviations, and implementing corrective actions to optimize outcomes to ensure alignment of investment activities with stakeholder expectations and organizational goals. Lead investment process program design and implementation efforts by managing internal working groups compromised of industry and financial experts across CPO's verticals, developing workplans, and briefing leadership as needed to implement a rigorous investment process that aligns with NOFO goals. Apply analytical and evaluative methods and techniques to study and resolve issues related to the efficiency and effectiveness of the investment process to provide insights that lead to improved decision-making and accountability in investment process management. Review applications by executing due diligence, evaluation, structuring, negotiation and execution of grant activities and contribute to technical analysis and financial modeling by conducting financial and commercial assessments of semiconductor projects. Requirements Conditions of Employment Qualifications Basic Requirements: Education Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR Experience Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to the GS-11 (ZA-II at NIST) level. Specialized Experience is defined as: Experience in an analytical/ project management role; Experience in Microsoft suite including Microsoft Excel; and Working collaboratively in a team-oriented environment and adapt to changing priorities. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
