  • Familiarity with National Guard operations


Job Objective

The objective of this requirement is to provide services and support in the areas of Joint Lessons Learned including strategic-level research; analysis of National Guard domestic operations, training events, and exercises; and preparation of analytical reports. The events are analyzed for post-response lessons learned data in order to

identify trends, best practices, weaknesses, capability gaps, and deficiencies. The contract also requires active collection efforts to support the National Guard Bureau (NGB) and the Joint Force Headquarters State (JFHQs-State) during domestic operations. Finally, the contract requires contractors to have access to both the Unclassified Joint Lessons Learned Information System (JLLIS) and the SIPRNET JLLIS.

Responsibilities

  • Prepare analytical reports including After Action Reports (AARs), Major Analytical Reports, Trends Analysis Reports, Quicklook Reports (General Officer Level), Pre-Exercise Reports, Post-Exercise Reports, and annual JLLP Reports
  • Prepare active collection plans for all major domestic operations and major exercises directed by the government up to 6 per calendar year
  • Research JLLIS to identify strategic-level lessons and best practices for use in the preparation of analytical reports
  • Provide external expertise possessing the requisite technical knowledge, senior staff experience, education, writing skills, and comprehensive understanding of the lessons learned process
  • Coordinates Command driven Before Action Review (BAR) for each specific event to identify objectives outlined by the Command and facilitate achievement of command goals and objectives
  • Collects, reviews, and presents LL material for compliance with policy, attainment of objectives, overall effectiveness, and quality to support the National Guard Bureau
  • Incorporates observations, insights, and lessons learned into the Joint Lessons Learned Information System (JLLIS)
  • Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders

  • BA or BS degree
  • Command and General staff college graduate
