Computer World Services Corp (CWS) is seeking an exceptional candidate to serve as a Project Manager on the National Institutes of Health (NIH) Center for Information Technology (CIT) Operations Management Services (OMS) project. CIT requires support for information technology (IT) service monitoring and continuous improvement of centralization and consolidation efforts to improve the quality of monitoring IT services, and to increase event management efficiencies in creating meaningful alerts leading to identification and resolution of incidents and root causes of problems in an expedited manner. The 24x7x365 IT operations teams are consolidated to create the centralized OMS Monitoring Team Technology Operations Center (TOC) for all CIT services.

The Project Manager will report to the contract Program Manager and support the NIH Center for Information Technology (CIT) in providing Operations Management Services (OMS). This role involves managing and coordinating various operational and project activities, integrating performance data into actionable reports, and executing Continual Service Improvement (CSI) processes. The Project Manager will work closely with Program Manager and other internal and external stakeholders to ensure the successful delivery of IT services and infrastructure optimization.

Key Tasks and Responsibilities

  • Successfully manage and coordinate efforts among operational and project activities:
  • Coordinate with OMS teams (Process Management, Monitoring, TOC) to ensure operational tasks are efficiently executed.
  • Serve as a liaison between internal and external stakeholders.
  • Attend meetings, record minutes, and provide status updates to the OMS team.
  • Manage, track, and report on milestones and deliverables.
  • Integrate performance and execution data into actionable reports:
  • Produce internal and external documents and reports including SOPs, Contingency plans, Executive status reporting, project plans, incident communications, and RCA reports.
  • Provide regularly updated metrics integrated into strategic reports and executive dashboards.
  • Execute a meaningful Continual Service Improvement (CSI) process:
  • Identify and manage risks using a risk register.
  • Evaluate processes for accuracy and recommend enhancements.
  • Review reports for clarity, meaningfulness, and sustainability, recommending improvements.
  • Project Life Cycle Management:
  • Manage and execute all tasks using a project management life cycle methodology.
  • Coordinate all Project Management activities with the COR.
  • Develop and maintain standard project artifacts such as Work Breakdown Schedule templates, risk and issues worksheets, status dashboards, etc.
  • Provide recommendations and reporting:
  • Provide recommendations to the Government for improving the overall quality of services, including implementation plans, schedules, savings, benefits, and impacts.
  • Develop and present reports for NIH CIT COR's approval within specified timelines.
  • Submit Monthly Progress Reports (MPR) to per the approved schedule.




Education & General Experience

Bachelor's degree in business or related IT field.

Four (4) consecutive years of demonstrated successful management of multifaceted technical projects and Performance Work Statements

Experience in developing and implementing complex contract program initiatives and change control processes.

Experience writing reports for executive leadership.

Excellent interpersonal and communication skills.

Ability to review and comprehend Service Level Agreements and requirements documents.

Experience analyzing IT service performance using metric analysis tools.

Experience interfacing with customers to gather and interpret IT requirements.

Experience delivering project management automated solutions.

Working knowledge of information technology terminologies.

Excellent team building and documentation skills including developing and using Work Breakdown Structures, integrated project schedules, and System Development Life Cycle methodologies.

Certifications

Certified Project Management Professional (PMP) -or- Six (6) consecutive years of demonstrated successful management of multifaceted technical programs and Performance Work Statements.

ITIL 4 (Preferred)

Security Clearance

Public Trust Moderate (Tier 2)

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)

May require local travel to customer sites.

This position may require working outside of regular business hours, including nights, weekends, and holidays to support after-hour emergencies or surge support.

May require sitting/standing for extended periods and performing tasks involving bending, stooping, and reaching.

May require lifting and carrying heavy equipment.

Potential continental US travel to other customer locations, if required.
