Job DescriptionThis position performs semiskilled to advanced/difficult work in locating and marking water and sewer lines, and other utilities, in compliance with the requirements of the Virginia Underground Utility Damage Prevention Act. Work is performed under general supervision.There are three levels of this position classification to support growth and development. The full salary ranges for those levels are:Utilities Line Worker I - $20.60 - $35.02Utilities Line Worker II - $22.05 - $37.49Utilities Line Worker III - $23.60 - $40.12Examples of Duties* Installing, maintaining and repairing water and sewer lines and appurtenances; operating equipment; making service connections.* Makes water and sewer taps and service connections;* Repairs and replaces lines and related facilities;* Unstops lines with rodding machine; repairs and flushes fire hydrants;* Operates trucks, air hammer, tapping machine and other mechanical equipment in connection with the above tasks;* Performs general grounds maintenance tasks; excavates and backfills trenches;* Installs water meters, fire hydrants and valves;* Performs landscaping and asphalt repair after work is completed;* Assists with television and line inspection program;* Grouts, reseals, restores and rebuilds manholes; builds inverts; seals walls; repairs leaks;* Performs related tasks as required.Knowledge, Skills and AbilitiesSome knowledge of the tools, materials and equipment used in the installation, replacement, maintenance and repair of utility lines; some knowledge of a variety of maintenance and manual tasks involved in the installation, maintenance, repair and replacement of utility lines and appurtenances; general knowledge in the use of common hand and power tools; ability to operate backhoe and other medium construction equipment; ability to perform manual and semiskilled labor for extended periods, often under unfavorable weather conditions; ability to establish and maintain effective working relationships with associates.This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, and feeling; hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms length, operation of machines, operation of motor vehicles or equipment, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils, and wearing a respirator. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.Education and ExperienceAny combination of education and experience equivalent to graduation from high school. Some experience in the maintenance, repair and/or construction of water and sewer lines preferred.Possession of an appropriate commercial driver's license valid in the Commonwealth of Virginia. First Aid and CPR certificate. Possession of flagging certification from VDOT.
