Strategic Integration Specialist II:

GPS Consulting, LLC is seeking a Strategic Integration Specialist II to support our government contract at the Pentagon, Washington, D.C. The Strategic Integration Specialist provides strategic support as identified by the Principal Deputy Assistant Secretary of the Army's Strategic Integration Group [PDASA SIG] on strategic planning and integration, analysis, and strategic communications. The SIG office provides Army-wide policy, programming, and oversight of the Secretary of the Army Title 10 US Code responsibilities. The office manages all aspects of the PPBE process for IE&E to include phases of The Army Plan (TAP). The office is also responsible for developing policy and program requirements relating to installations of the future. This could cover the examination of emerging threats, forecasting operational mission support requirements, and technological advancements that may affect all installation management functions. These may include environmental issues and analysis into the Army implications in such concerns as well as addressing environmental issues that may be over the horizon. SIG administers a research program to address tomorrow's infrastructure challenges and to continually develop improvements for soldiers, civilians, families, and the Joint team. This office may also participate in Army business transformation efforts, policy formulation, and strategy development in its role for primary oversight in the preparation, justification, and defense of the installations, energy, and environment portion of the Army Program Objective Memorandum (POM) and budget.

There is one non-budget related task that the candidate will be responsible for-the tracking of staff actions in the Army task management tool (tmt).
The position does allow for teleworking two days per week, (3 days per week are required onsite).

Salary: $150,000

Roles and responsibilities include but are not limited to:

  • Provide budget, analytical and strategic support as identified by the SIG on strategic planning and integration, budgets and resource allocations, analysis, and strategic communications.
  • Provide support for studies and analyses related to research initiatives supporting policy development for future installation requirements, transformational initiatives, and technology research.
  • Provide assistance conducting reviews and analysis of POMs.
  • Provide assistance on PEG requirements and planning strategic resource programming.
  • Provide assistance and programmatic advice on Army PPBE strategies.
  • Provide support for studies and analyses related to research initiatives found in the Department of the Army policy for future infrastructure requirements, transformational strategies, performance metrics, and operational energy requirements. These efforts are principally focused on the Installation of Future efforts.
  • Represent the organization at synchronization meetings, provide customer support as required, and identify opportunities to employ collaborative tools within Army365 for the workforce.

Basic Qualifications
  • A minimum of a Bachelor's degree in a related field is required.
  • This position requires US Citizenship
  • Must hold and maintain a SECRET security clearance.
  • Understanding and a minimum of 8-10 years' experience in staffing and coordinating actions within the Army Secretariat, the Office of the Secretary of Defense, or individual services.
  • Knowledge of and experience with strategic programming and budget PPBE review cycle and systems.
  • Demonstrated (actual) experience in developing Program Objectives and Milestones (POAMs).
  • Demonstrated (actual) experience in policy writing and development.
  • Knowledge of and experience with strategic programming and budget PPBE review cycle and systems.

  • The ability and expertise to coordinate and facilitate communication at the General Schedule-15 (GS-15)/Senior Executive Service (SES) and Colonel (COL)/General Officer (GO) levels across Army commands and staffs.
  • Demonstrated (proven) excellent written and oral communication, analysis, and interpersonal skills.
  • Experience in meeting management and planning.
