About the Community Engagement Cluster:

The Community Engagement Cluster is a dynamic community-facing team that is responsible for effectively strengthening relationships between residents, community organizations, and businesses. With a focus on making Montgomery County inclusive and accessible to all citizens, the Community Engagement Cluster is responsible for creating and maintaining a two-way dialogue between the administration and community where concerns can be translated into action across the administration.

About the Position:

The Mid-County Regional Service Office and Wheaton Urban District is seeking a Recreation Assistant V . This position will serve under the Mid-County RSC but will be housed by the Community Use of Public Facilities (CUPF) team.

This position will primarily support a wide array of indoor and outdoor activities scheduled by group organizations that are holding public and private events within various Wheaton Urban District venues. The types of events being held will consist of community outreach events, public concerts, private celebrations, fundraisers, recognition ceremonies, conferences, and other similar community use events. These programs may often require evening work and weekend hours where you may also be required to monitor activities where alcohol is being served.

Attendance for these events can vary from 100-700 or more participants where you will often work with a team but will also work independently on smaller events. The hours for this position may begin as early as 6:00 a.m. or end as late as 2:00 a.m. Flexibility is essential for this position which includes a weekly commitment of 20 hours.You will receive advanced notification of work hour requirements for upcoming events.

This unique position involves interfacing with County government staff and citizen/community/school-based groups/individuals to assess needs and logistics as well as to develop an appropriate match between facilities available and the group/individual's needs.

An incumbent in this position applies skills in problem solving, teamwork, flexibility, managing conflicting demands, and ensuring users are apprised of, and comply with, guidelines, policies, and procedures for use of space as established by the Interagency Coordinating Board (ICB) and the Wheaton Urban District.Bilingual candidates are encouraged to apply.

The hourly rate of pay is $18.70

What You Will Be Doing:

The incumbent serves as the event specialist assisting the Community Use of Public Facilities (CUPF) in providing structure, monitoring, and coordinating the scheduling of activities in the Wheaton Urban Districtfacilities (managing challenging, sensitive requests and issues; recommending changes to policies and guidelines; interacting with the public, including individuals, community groups, and County staff; and executing permits for use of space, resolving user and facility occupant issues, and interfacing frequently with the CUPF Finance unit. Work is performed under the general supervision of a higher-level employee and is reviewed for program effectiveness.

Duties include but are not limited to:

  • Interfacing with/assisting community members in planning/scheduling the use of the County's public facilities for community events and activities, including large events, and interfacing/coordinating with other facility liaisons, public safety agencies, M-NCPPC, and the Wheaton Urban District.
  • Performing database searches; identifying staffing and scheduling requirements; ensuring requirements are met; explaining conditions of use to user groups.
  • Entering data into a system; accurately configuring costs; assessing the appropriateness of user requests.
  • Providing direct support to customer questions and requests for assistance using scheduling software for facility reservation and account creation.
  • Ensuring that contracted service providers for tents, portable restrooms, audio-visual, security, etc. are held accountable to terms and conditions for each event.
  • Assisting community groups in planning for their events and activities; scheduling and confirming space utilization.
  • Exercising independent judgment without on-site supervision. The Event Monitor will make decisions regarding on-the-spot changes to the permit which will not have an impact on other users or change the nature of the event.The Event Monitor will call the operations specialist/team leader regarding unusual situations or problems during the event.Position will take immediate action to address, document and follow-up as appropriate with the CUPF supervisor on any incidents that may occur.
  • Preparing correspondence and documentation, as needed.

Minimum Qualifications

Minimum Qualifications :

Experience : One thousand two hundred (1200) hours of relevant work experience as a leader or instructor in one of more specialized recreation activities.

Education : Completion of two (2) years of college.

Equivalency : An equivalent combination of education and experience may be substituted.

Preference for interviews will be given to applicants with experience in the following:
  • Proficient experience using automated systems, including Microsoft Office Suite (Outlook, MS Excel, MS Word), scheduling database, amending, and reporting functions, internet search engines and tracking systems (such as Access).
  • Experience independently managing a high-volume workload in a demanding, time-sensitive environment for a customer base that includes diverse populations and languages while balancing conflicting interests and needswhich may necessitate extensive follow-up, dispute resolution, and offering of alternatives.
  • Experience managing and planning logistics for large events and a pplying sufficient analytical ability and skill to identify and resolve issues or improve processes using data from a variety of sources, on-going monitoring of request status, and generating recommendations for the most effective use of limited resources .
  • Experience using computer applications, such as Microsoft Office Suite (Outlook, MS Excel, MS Word), scheduling databases, amending, and reporting systems, internet search engines or other tracking and automated software systems.
