Project Manager - End User Services

We are seeking a skilled and experienced Project Manager to provide support to Department of the Navy, Program Executive Office (PEO), End User Services (EUS) portfolio and Agile Release Train to develop and implement a plan with required documentation and programmatic inputs to support Embarkables workstation migration (between shore and ships) from on-premises solution to a cloud solution.

The ideal candidate will provide project management and process development to support the migration. Oversee all required programmatic documentation development (Ship Alteration (SHIPALT), Temporary Alteration (TEMPALT), and associated documentation to support the implementation, oversight, testing, and logistics support of the Nautilus cloud based Embarkables service. Draft required process-related user stories, their acceptance criteria, testing strategy. Manage and communicate changes required to the PEO Operating Model to support a Government Owned Government Operation with Contractor Support (GOGO-CS) delivery of Embarkables service. Develop schedules, test plans and events, and migration procedures. This role uses a combination of operational process and project management skills based on the ITIL framework including Request Fulfillment, Incident, Configuration, Change, Event, Asset management. This role will use agile methodologies and ServiceNow.

Candidates for this role must have at minimum DoD Secret Clearance.

Responsibilities:
Project Management and Process Development:
- Provide project management expertise to support the migration of Embarkables workstations, ensuring alignment with organizational objectives.
- Develop and implement processes to streamline the migration, incorporating agile methodologies and utilizing the ITIL framework.

Programmatic Documentation Development:
- Oversee the creation of required programmatic documentation, including Ship Alteration (SHIPALT), Temporary Alteration (TEMPALT), and other associated documentation.
- Ensure documentation supports implementation, oversight, testing, and logistics of the Nautilus cloud-based Embarkables service.

User Story Development and Testing Strategy:
- Draft process-related user stories, acceptance criteria, and testing strategies to guide the Embarkables migration.
- Manage and communicate changes to the PEO Operating Model to support Government Owned Government Operation with Contractor Support (GOGO-CS) delivery.

Schedule and Migration Procedure Development:
- Develop comprehensive schedules, test plans, and events to facilitate the smooth migration of Embarkables workstations.
- Establish migration procedures to ensure minimal disruption and optimal performance during and after the migration process.

Acquisition and Program Management:
- Leverage five (5) years of demonstrated experience in DoD Program Management and Acquisition Management for ACAT programs across the acquisition life cycle.
- Apply expertise in acquisition management to ensure compliance with regulatory requirements and successful project execution.

Qualifications:

- Bachelor's degree in a relevant field; advanced degree or certifications in project management are a plus.
- Five (5) years of demonstrated experience in DoD Program Management and Acquisition Management.
- Proven experience in leading complex IT projects, preferably in the defense sector.
- Strong understanding of agile methodologies and proficiency in ServiceNow.
- Excellent communication, leadership, and collaboration skills.
