International Systems Management Corp (ISM) is seeking a qualified Senior Program Manager to provide program management support to the Office of Naval Research (ONR) Office of Low Observable/Counter-Low Observable Policy, Technology and Advanced Projects (PMR-51) which has offices located in Arlington, VA and at Joint Base Anacostia Bolling (JBAB), Washington, DC. PMR-51 provides oversight management and leadership for the Navy's Science and Technology (S&T) program areas including Surface and air launched weapons, air vehicles, Long Range Fires (LRF), Future Naval Capabilities (FNC), and all associated matters related to Tri-Service S&T Reliance for Basic Research (Budget Activity (BA) 6.1), Applied Research (BA 6.2), and Advanced Technology Development (BA 6.3).

The applicant must meet the following minimum qualifications:

  • A Bachelor s degree from an accredited university and ten (10) years of management and program support experience.
  • Holds a current Top Secret Clearance and be able to obtain Sensitive Compartmented Information (SCI) access.
  • In-depth knowledge of low observable and counter low observable technologies; LRF technologies, including simulation and modeling; Combat Identification and command and control; weapons and sensor programs; Naval interests in Cruise and Ballistic Missile Defense Research and Development (R&D) programs; threat technologies and Special Compartmented Intelligence information as they relate to Missile Defense technologies.
  • Demonstrated competence in the areas of naval systems program management, financial analysis and management, preparation of technology roadmaps, and the technologic readiness assessment of acquisition programs.
  • Demonstrated leadership, interpersonal, organizational, communication and analytical skills.

Experience in one or more of the following areas is desired:

  • Demonstrated experience relating to LRF and Navy acquisition programs.
  • Experience working with PEO IWS, specifically IWS X (Integrated Combat System (ICS)), IWS 1.0 (AEGIS), IWS 2.0 (EW and radar), IWS 3.0 (STANDARD Missile), IWS 6.0 (CEC) or Navy Resource Sponsors (OPNAV N96, N2N6).
  • Knowledge of or experience working with High Frequency (HF) Over-The-Horizon Radar (OTHR).
  • Experience with ONR FNC programs related to Battle Management Aids (BMAs).
  • Knowledge of ONR policies and business practices.
  • Experience with managing contracts and personnel.

The primary workplace for this position is located on-site at ONR in Arlington, VA and the secondary workplace is on-site at PMR-51 s office at JBAB.
