The HSE Specialist is an advisor and support on Occupational Health, Safety and Environmental issues. Constantly monitoring legal and other applicable requirements within the organization. Be a reference point for HSE awareness and training. Always maintaining and monitoring operative controls and HSE Management System implemented in the plant.



Essential Job Functions and Responsibilities


RISK ASSESSMENT

  • Train and support area s leaders in the implementation of risk assessments.
  • Keep records of risk assessments.
  • Plan annually with the area's leaders risk reduction program; including projects.

HSE OPERATIVE VERIFICATIONS

  • Develop verifications based on opportunity areas, and risk trends, for each department.
  • Train employees at all levels for their corresponding HSE operative verification.
  • Gather evidence of verifications.
  • Assess all findings to identify trends.
  • Communication of findings with interested parties.

HSE MANAGEMENT SYSTEM AUDIT

  • Training as Internal Auditors for ISO 14001 and ISO 45001.
  • Perform, record and coordinate HSEMS internal and external audits with the departments.
  • Monitoring of Audit Action Plans.
  • Gather evidence of verifications.
  • Assess all findings to identify trends.
  • Communication of findings with interested parties.

TRAINING AWARENESS CAMPAIGNS MANAGEMENT

  • Review training requirements based on legal compliance, areas risks and impacts.
  • Create annual training plan proposal, confirm with each department content, and present to HR and site Director for approval.
  • Follow up on the Annual Training Master Plan.
  • Manage training development and documentation.
  • Creation and management of staff awareness campaigns for HSE issues.
  • Logistics of annual HSE Week.
  • Safety Committee annual planning and bookkeeping.

LEGAL COMPLIANCE MONITORING

  • Daily verification of laws and regulations, to identify points applicable to the organization.
  • Management of all identified legal requirements, to include in local standards, aligning with corporate policies and procedures.
  • Management of legal procedures before the corresponding government agencies.
  • Communication with government agencies to verify changes, coordinate appointments and follow-up on permits.

INCIDENTS MANAGEMENT (EMERGENCIES, ACCIDENTS, FIRST AID AND NEAR MISS).

  • Manage First Responders Committee. Including annual planning and bookkeeping.
  • Drills logistic.
  • Gather evidence of drills and emergencies.
  • Assess all findings to identify trends.
  • Create Action plans for improvement of emergency response conditions.
  • Communication of findings with interested parties.
  • Support incident response.
  • Inform all areas involved and investigate the event with an interdepartmental team.
  • Prepare incident alert, investigation and action plan.
  • Generate group or individual meetings to monitor and review progress.
  • Verify related risks and collaborate to reduce them as containment, correction and prevention.

SUPPORT FOR CONTINUOUS IMPROVEMENT ACTIVITIES.

  • Participate in the management process of the company's internal audits.
  • Joint improvement development.
  • Be active members of the SA Pillar.


TECHNICAL COMPETENCIES, EXPERIENCE & SKILLS

  • Experience regarding development of documentation and legal procedures in matters of Occupational Health, Safety and Environment, at the Federal, State, County and Municipal level.

REQUIREMENTS

  • Strong communication and Interpersonal skills
  • Instructor experience
  • Ability to support facilities outside of normal business hours
  • Ability to access the facility in timely manner
