CHP Plant - Shift Foreman

Position Summary:

This is highly skilled supervisory work in the operations of a Combined Heating & Power (CHP) Power Plant on an assigned shift. The Shift Foreman assumes total responsibility for the plant during late shifts, weekends, and other periods when the Plant Manager and/or Assistant Plant Manager is absent. Work requires the use and exercise of independent judgment and is performed under the general supervision of the Resiliency Manager or Plant Manager and is reviewed through site evaluation of plant operating reports.

Responsibility: Mechanical background (HVAC) and Building Automation System skills and competences to collaborate with a combination of onsite Schneider Electric Energy Manager and Government entities.

Position Responsibilities:

  • Position is 12-hour (Day and/or Night shifts). Shift pattern TBD.
  • Track progress and completion of CHP Plant activities, across each assigned shift.
  • Collect and organize shift logs from all operators into CHP Operations Logbook.
  • Document & work to ensure ALL parties (Govt Operators, Schneider Operators, and 3rd parties) perform their assigned plant Operations, Maintenance, & Repair activities.
  • Meet with preceding shift foreman to handoff ("baton-pass") active & resolved issues from the preceding shift.
  • Host and document kickoff meetings with current shift operators to review scheduled activities and active issues.
  • Coordinate access & physically attend/monitor any diagnostic, repair, & replacement activities occurring during the assigned shift.
  • Perform inspections & preventative maintenance/repairs for the Continuous Emissions Monitoring (CEMS) systems, as required.
  • Pro-actively seek and leverage support from external vendors and equipment manufacturers.
  • Bi-lingual (English, Japanese) capability is preferred, not required
  • Provide end of shift operation reports to Resiliency Manager, to support weekly & monthly operation reporting & coordination.
    • Summarize any new equipment issues & causes for production downtime
    • Summarize progress/resolution/closures for existing issues
    • Highlight any critical issues preventing or threatening to halt electricity and/or steam generation.
    • Report operational deficiencies for any party to show up on time, perform their complete duties, or document their activities.
    • Collaborate and document corrective actions to educate and guide individuals to perform their assigned roles.


Essential skills and qualifications:
  • 5 years' experience in Power Distribution with direct customer interface experience either in sales or client relationship, or equivalent experience (Mechanical/HVAC & Building Automation Systems)
  • Experience in operating and maintaining electric generating plants
  • Ability to analyze the condition of equipment to detect flaws or defects in operation and make appropriate steps to correct defective equipment or hazardous working conditions
  • Proficient computer experience in Microsoft Office Products particularly Word, Excel, and PowerPoint
  • Excellent analytical skills and attention to detail
  • Excellent communication skills both verbal and written
  • Proven track record of providing excellent customer service internally and externally
  • Effective working in team environment
  • Ability to obtain CAC for accessing COINE Network is necessary

Site Specific Information and Responsibilities:
  • Yokota Air Base - Fussa, Tokyo 197-8503 Japan
  • Providing direct assistance to the SE Resiliency Manager to ensure all contractual obligations
  • Coordinating with shops to initiate issue resolution
  • Coordinate and schedule periodic planned services/maintenances/service interruptions with Yokota AB and sub-contractors
  • Position is 12-hour (Day and/or Night shifts). Shift pattern TBD.
