**ESSENTIAL DUTIES AND RESPONSIBILITIES** include the following. Other duties may be assigned. + Review purchase requisitions to determine their appropriateness with regard to organizational requirements.

+ Participate in "Make-or-buy" decisions by providing Supplier data to the Manager and participating in the decision process.

+ Identify potential sources of supply for services or parts with occasional consultation from the Manager.

+ Develop/review product specifications, performance terms, and/or acceptance criteria.

+ Issue requests for bids/quotations, information, or proposals.

+ Determine appropriate methods of procurement.

+ Evaluate competitive offerings to determine the overall best offer for a product/service, and cost saving requirements.

Contact Execution, Implementation, and Administration Duties:

+ Conduct negotiations with potential Suppliers to obtain agreement on pricing, delivery, and other terms.

+ Prepare and/or issue purchase orders/contracts in assigned areas.

+ When required, obtain legal review and approval of a contract though the Purchasing Manager.

+ Administer contracts/purchase orders from award to completion.

+ Expedite deliveries and conduct follow-up procedures when necessary.

+ Resolve purchase order/contract differences with Suppliers.

+ Resolve quality problems with Suppliers with assistance from others as required

+ Resolve payment problems with Suppliers.

+ Apply purchasing practices in compliance with established laws, policies, and ethical principles.

+ Participate in supplier visits/ evaluations work with Quality Department for Vendor Audits.

+ Select most cost-effective mode and carrier in line with Acme carrier contracts and material needs. + Maintain Computer Purchasing Database for assigned parts and Supplier.

+ Communicate lead-time changes on the critical master schedule path to the Manager and to Planning.

+ Determine material requirements and maintain inventory at planned levels.

+ Resolve discrepant receipts.

**SUMMARY**

Responsible for obtaining materials, components, equipment, and services for assigned commodities and Suppliers. Areas of Domain cover procurement requests; solicitation/ evaluation of proposals; Supplier analysis; negotiation process; contract execution, implementation, and administration; in-bound transportation; and external/internal relationships.

**QUALIFICATIONS**

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Individual must have good written and verbal communication skills able to communicate at all levels; basic math skills; and personal computer skills. Experience with word processing, spreadsheets, and e-mail, and Internet is desirable. Must be able to handle confidential information. Interaction with people at peer and management levels both external and internal to the company will be a requirement. Must be able to work on problems of moderate scope where analysis of situation or data requires review of identifiable factors. Must be able to exercise sound judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions. **EDUCATION and/or EXPERIENCE**

A bachelor's degree from an accredited institution and proven successful 3 years' experience as a Buyer in a manufacturing environment, or a proven successful 5 years' experience as a Buyer in a manufacturing environment; purchasing parts, facilities equipment, and services.

While performing the duties of this job, the employee will interface with Supplier Sales personnel and occasionally with higher management as well as Acme peers and occasionally higher management . Employee will occasionally travel to vendors. Employee may experience m oderate to high stress due to occurrences of mismatches between supply and demand. The noise level in the open office work environment is usually moderate.
