Job Responsibilities

Under broad supervision, provides in-depth research and analytical support for a complex category in a variety of procurement activities, and/or leads a less-complex category. Develops and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost for assigned less-complex category(s). Develops and maintains effective working relationships with internal and external stakeholders. Manages category and vendor performance.

Primary Duties

  • Perform other duties as assigned by management.
  • Reviews and approves electronic Requisitions in TeamWorks Financials.
  • Creates Purchase Orders (POs) from approved requisitions, ensuring that all fields are in compliance with Departmental processes and the Georgia Procurement Manual, GPM).
  • Develops, communicates, and implements procurement strategy for assigned less- complex category(s). Sets sourcing strategy based on overall procurement objectives, customer needs, supply market dynamics, technological changes in the marketplace, and other relevant factors. Compiles and analyzes data.
  • Revises target savings as necessary due to scope and information changes.
  • Assist with the development of Request for Quotes (RFQs), Sole Sources), and other solicitation documents based on specified sourcing strategies and as assigned by supervisor. Checks and corrects issues with technical writing such as clarity of specifications and grammatical errors. Conducts the technical writing of solicitation documents in compliance with applicable laws, policies, and procedures.
  • Supports strategic sourcing teams in the development of financial and technical evaluation criteria for more complex solicitations. Identifies key financial and technical criteria for vendor evaluation. Supports the evaluation process and category team to identify vendor for negotiation and/or intent to award.
  • Supports the strategic sourcing team with complex negotiations as needed.
  • Process and submit for review and approval Contract Action Requests (CARs) for contract amendments, renewals, and terminations.
  • Provide guidance and help to facilitate the process for initiating Contract Action Requests via Docusign software.
  • Utilizes computer skills to create, manage, analyze, and document sizable datasets and/or research information.
  • Participates in the development and capture of knowledge management activities. Complies with the Georgia Procurement Manual, procurement rules, and regulations.

Minimum Qualifications

High School diploma/GED and five (5) years of job- related experience in a procurement environment; or Associate degree in accounting or business or a directly related field from an accredited college or university and three (3) years of job-related experience in a procurement environment; or Technical diploma in accounting or business and four (4) years of job-related experience in a procurement environment; or Two years of experience at the lower level Purchase/Procurement Agent 2 (FEP021) or equivalent position. Note: Some positions require Georgia Procurement Manual area-specific certification(s).

Preferred Qualifications
  • Documented experience in reviewing and approving State Agency electronic Requisitions and creating Purchase Orders (POs) in TeamWorks Financials.
  • Current Certified Georgia Procurement Manager (GCPM) certification.
