This position may be underfilled at the Traffic Management Technician I level, Grade 15.There is a future non-competitive promotion to Traffic Management Technician II , Grade 19 (possible through training, experience, and performance).

ABOUT THE JOB:

MCDOT seeks a Traffic Management Technician I to work in the Transportation Management Center (TMC). This position will be based within the Division of Transportation Engineering and Operations (DTEO) , under the Transportation Management Section .

This is the entry-level traffic management work of a paraprofessional nature. Work includes monitoring and operating MCDOT's Advanced Transportation Management System (ATMS), including the central traffic signal system and the traffic video camera system to identify traffic problems and traffic signal malfunctions, dispatch repair teams, and help develop solutions to problems resulting from traffic incidents, conducting traffic engineering studies and analyses, and field observations to minimize traffic congestion.

WHAT YOU'LL BE DOING:

The person in this position leverages an automated traffic management system, including operating a central traffic signal computer, identifying traffic problems and/or malfunctions within the system, and dispatching the appropriate service technician. In addition, the person in this position will participate in the management of traffic incidents by deploying and requesting resources in response to incidents. The employee will work rotating shifts on weekdays, weekends, and holidays.

Duties include, but are not limited to:

  • Monitor and control the central traffic signal system adjusting timings in response to delays, non-recurring incidents, construction, and special events.
  • Monitor and assess information on traffic flow and conditions affecting traffic flow throughout the regional transportation network.
  • Evaluate traffic incidents and formulate operational solutions using policies, procedures, and precedents.
  • Dispatch resources and response units to incidents and equipment malfunctions.
  • Disseminate information to the public through the Traveler's Advisory Radio, County Cable TV channel, website, and media personnel.
  • Coordinate incident responses with other agencies/contractors to resolve traffic congestion and incidents.
  • Document actions taken and event activity timelines.
  • Conduct traffic engineering studies and analyses.
  • Develop traffic signal timings, coordination plans, and timing profiles.
  • Respond to inquiries by phone, email, and formal letters.

The ideal candidate is a problem-solver who can create innovative solutions. The position requires excellent interpersonal and communication skills, savvy with computer skills, especially with Microsoft Office applications, and detail oriented. Good customer service skills are critical when taking phone calls or helping residents resolve problems.

The person in this position will prioritize, organize, and multi-task to meet deadlines and follow through with multiple projects simultaneously. The selected candidate must have the ability to work independently and as part of a team or in group settings to meet established goals. Speaking clearly and distinctively with a diverse population and over a two-way radio is vital.

The candidate must be able to work rotating shifts on weekdays, weekends, and holidays. The position requires someone who can adapt to ever-changing situations and quickly receive, comprehend, and relay information from and to various sources, individuals, and conditions.

ADDITIONAL INFORMATION:

This position REQUIRES the possession of a valid Class "C" (or equivalent) driver's license and the ability to drive a County vehicle to visit sites for fieldwork such as investigations and surveillance and to perform other work at locations outside the office like special events.

The Transportation Management Center is a 20-hours per day, 7 days per week operation. Employees will work a variety of eight-hour shifts.

The individual selected for this position will be considered an Essential Employee and overtime work will be required. Essential employees must report to work during a period of general emergency or liberal leave.

This position will be assigned to work at the Public Safety Communication Center (PSCC) and will require a criminal record check/background investigation.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

The anticipated salary range in hiring for this position at the Traffic Management Technician I level is $50,077 - $63,983; or if at the Traffic Management Technician II level:$58,578 - $75,612.

Minimum Qualifications

EXPERIENCE :

If filled at Traffic Management Technician I: One (1) year of experience in traffic engineering or traffic management that has required the application of the principles of traffic engineering and mathematics to the solution of traffic management problems involving traffic control, capacity, vehicular speed, and related matters.

If filled at Traffic Management Technician II: Three (3) years of experience in paraprofessional traffic engineering with a concentration in traffic signal and/or operations that has required the application of the principles of traffic engineering and mathematics to the solution of traffic engineering/management problems involving traffic control, capacity, vehicular speed, and related matters; and including some experience in traffic signal computer operation.

ALL LEVELS - EDUCATION :

Completion of high school or High School Certificate of completion recognized in the State of Maryland.

ALL LEVELS - EQUIVALENCY :

An equivalent combination of education and experience may be substituted (both in engineering and/or computer applications).

ALL LEVELS - LICENSE :

Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Preferred Criteria

There are no Preferred Criteria . All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.
