Job Details

One Federal Solution (OFS) is seeking a Financial Analyst to support our Federal Government client in Washington, D.C. As the Financial Analyst, you will support such as performing financial analysis and tracking of contracts requiring advanced/expert experience in Microsoft Excel, and the ability to manipulate financial data in multiple spreadsheets, create formulas and pivot tables, and track large amounts of invoice expenditures as well as other financial data. Day-to-Day administrative financial support tasks include, but are not limited to the following:

Task & Duties:

  • Prepare monthly estimates in the Accrual Tracker based on billing trends and fixed price billing schedules for all contracts managed by the Contracts & Forms Office.
  • Submit accruals/estimates in ATF's financial system for each contract into ATF's financial system. (Multiple estimates may be required for a contract depending on the contract type/services).
  • Update the Invoice Trackers for each respective contract with the monthly accrual amount for audit tracking purposes.
  • Review invoices to ensure the invoice is valid.
  • Update invoice trackers for the respective contracts with the appropriate data required (i.e., invoice number, period of performance, dollar amount, funding lines used, etc.). Include notes for rejected or held invoices and update status as required.
  • Enter invoices into ATF's financial system ensuring the data input is correct.
  • Notify COR, via email, that the invoice is ready for review and processing.
  • Ensure the invoice has been reviewed and approved by the Contracting Officer's Representative (COR) assigned to the contract.
  • Send email with the invoice attached to the appropriate finance analyst in the Finance Management Division (FMD) notifying them the Receiver is ready for payment to be issued.
  • Monitor receivers for invoices to ensure payments are issued by FMD.
  • File hard copies of invoices in the respective contract folders on the Contracts & Forms share
  • Prepare requisitions, obtain signatures and submit to appropriate staff in OST for processing.
  • Obtain all back-up documentation for requisitions such as emails, contracts, quotes, and financial reprogramming.
  • Track all requisitions submitted to ensure receipt and processing.

  • Assist the CORs with validating financial data and preparing responses as required.
  • Develops methods for automating various administrative reports containing data having multiple uses for other reports (i.e. budget, funds, travel, obligations, training, staffing, etc).
  • Utilize Business Objects to prepare a variety of financial reports to include monthly budget expenses for the Contracts & Forms Office and FISD.
  • Prepare other ad hoc financial reports as assigned.
  • Prepare and submit Information Technology (IT) Intake Requests for services and acquiring IT items.
  • Prepare and submit necessary IT Intake Requests to the DOJ IT Acquisition Review (ITAR) board as required within the appropriate dollar amount.
  • Review approved Reimbursable Agreements (RAs) and update trackers as appropriate with pertinent financial information.
  • Assist with managing, documenting and tracking funding for various programs such as JLEO and Asset Forfeiture.
  • Document and track funding received from other ATF Directorates for various IT acquisitions.
  • Perform Market Research as assigned.
  • Inputs data into computer systems or applications and updates or revises data via spreadsheets as necessary.

Requirements & Qualifications:

  • Education: Bachelors
  • Minimum 3 years' experience in finance
  • Experience in Inputting data into computer systems or applications and updating or revising data via spreadsheets as necessary.
  • Experience in Financial Spreadsheets
