JOB DESCRIPTION:
Human Resources announces an opening for the position of 1.0 Project Manager II & III. This is a twelve-month position Grade E-11 and E-13.

GENERAL STATEMENT OF DUTIES

Responsible for planning and managing the design and construction of major, new and renovation projects primarily funded through Capital Improvement Program (CIP) budget and funds; works in areas related to facilities master planning, development, space allocation planning, project design, and construction project management.

SUPERVISION

Works under the supervision of the Director of Design and Construction. Indirect supervision may be provided by a senior-level Project Manager.

DISTINGUISHING CHARACTERISTICS

This is a professional-level class of the Project Manager series within the Office of Design and Construction Services. Levels within the series are differentiated by technical proficiency; work independence and latitude; and the ability to train, oversee and lead junior colleagues.

Senior Project Manager II: Experienced-level professional project manager role requiring significant experience with school or educational facilities construction (or equivalent) and/or a professional license. Manages small, medium and large projects independently and/or leads portions of large projects focused in area of specialization. Mentors and leads less experienced project managers.

Senior Project Manager III: Experienced-level professional project manager role requiring significant experience with school or educational facilities construction (or equivalent) and/or a professional license. Manages small, medium as well as the largest, most complex, or most visible/sensitive projects. Serves as team lead and mentor (and/or has formal supervisory role) for other APS project managers. Contributes to procurement efforts, scope of work definitions, vendor selection, contract administration, etc. Serves as Assistant Director as needed. Contributes to departmental budgets, CIP development, and other short-term tactical and long-term strategic plans.

RESPONSIBILITIES:
ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties; mix of duties may vary by grade level)

Manages the design process to ensure compliance with Arlington Public Schools vision, goals, and constraints.

Participates in the development of the cost, scope, schedule, and quality goals for school projects.

Coordinates the review of designs, plans, and specifications to ensure the attainment of projects which meet the cost, scope, schedule, and quality goals of the project.

Oversees the quality control/quality assurance process to make certain that contractors comply with contract documents, applicable codes, and site plan details.

Facilitates the Building Level Planning Committee to ensure the full participation of all effected stakeholders and the development of appropriate building designs by the assigned architect.

Facilitates the public review process including the Public Facilities Review Committee as well as other Arlington County Boards and Commissions.

Manages the project from Concept Design through the review, approval, permitting, and inspection steps required by the various County Departments including Planning, Zoning, Environmental Services, and Inspection Services.

Assists in the development and implementation of quality control and safety procedures for projects.

Participates in the development of the scope of services and the selection of architects, engineers, and construction managers for school projects.

Coordinates with Maintenance, Plant Operations, Transportation, and other APS staff and stakeholders to ensure their advice and standards are appropriately reflected in project designs and that they have participation in the development and sign off on punch list items.

Oversees the selection and performance of building commissioning agents.

Coordinates with appropriate school building leadership and staff to ensure that their advice, standards, and preferences are properly reflected in the project to the extent possible within budget and other constraints.

Develops a communication plan to ensure the efficient and effective flow of information among all parties during all phases of planning, design, construction, and project closeout.

Assists in the inspection and acceptance of all completed work, and monitors closeout of construction. Monitors warranty periods and ensures that warranty work is completed and accepted.

Assists in the prequalification of contractors, Requests for Proposals, Invitations to Bid, review of bids, and the award of construction contracts.

Prepares regular progress reports through all phases of design and construction including compliance with budget, schedule, scope, and quality goals.

Tracks both pending and approved change orders, current cost estimates and budget status, and a risk log highlighting potential changes having budget or schedule impacts.

Meets formally and informally with neighborhood and civic organizations, PTAs, or other impacted stakeholder groups or individuals either during work hours or through the attendance at evening meetings to build support for school projects and strengthen the school-community relationship.

Oversees the project completion and closeout process; Including but not limited to, Substantial Completion processes, Final Completion processes; obtaining the necessary certificates of occupancy and working with Finance and Procurement to close out contracts.

Performs related duties as required.
EXPERIENCE:
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of facilities design and construction management principles and practices

Knowledge of state and local standards governing the design and construction of buildings

Knowledge of techniques, standards, and procedures required to monitor construction activities.

Strong problem-solving and project management skills

Ability to manage multiple projects simultaneously.

Ability to mentor and train junior colleagues.

Ability to develop and maintain effective working relationships with a variety of non-industry contacts such as school administrators and educational staff.

Ability to interpret read and review plans, prints, design documents, and specifications, to insure compliance with all provisions

Ability to communicate clearly and concisely, both orally and in writing, and to fully document all necessary project activities.

High ethical standards.

A driver's license and access to a vehicle is required.
QUALIFICATIONS:
MINIMUM EDUCATION, TRAINING AND EXPERIENCE

Bachelor's degree from an accredited college or university architecture, engineering, construction management or another field pertinent to the essential functions of the class (or an associate degree and four years of directly related experience) (or 12 years of varying levels of architectural, engineering or construction project management / construction experience in the office and field with listed references).

In addition, incumbents must have the following qualifications:

Senior Project Manager II: Seven (7) years of construction project management experience, including at least 5 years of public school's capital management experience (or equivalent) and/or professional architectural or engineering license (References required).

Senior Project Manager III: Nine (9) years of project management experience, including at least 7 years of public school's capital management experience (or equivalent) and/or professional architectural or engineering license (References required).

LICENSE/CERTIFICATION

Senior Project Manager II: Professional architectural or engineering license preferred Senior Project Manager III: Professional architectural or engineering license preferred.

PHYSICAL ATTRIBUTES

Work is predominantly sedentary and involves light physical effort. It requires moving about to obtain work objects, supplies, etc., distribute work products, coordinate with others, and perform related functions; operating office and communications equipment, such as a computer and a telephone; and reviewing all kinds of written documents containing small print, symbols, and special notations.

HAZARDS/UNUSUAL DEMANDS

Generally, work involves only exposure to normal, everyday risks.

Work is subject to deadlines and requires tailoring and delivering work products and services to meet the needs of diverse groups.

The work situation includes a variable schedule, including evenings and weekends.
