Salary Range:

$112,986.00-$163,829.00

As Contracts Manager (Corporate Goods and Services), you and your team will be responsible for a full range of pre-award, post-award and terminations/close-out functions for major supply, service and other types of contracts.

Contracts Manager (Corporate Goods and Services)

Serves in the Procurement and Contracts Department in the Office of Supply Chain Management at the Headquarters Office.

Performs pre-award and post-award contracting functions, including reviewing, planning, soliciting, evaluating, awarding and administering large dollar value goods and service contracts. Major clients for this position include the Office of Technology and the Office of Human Resources.
Supervises Contracting Officers and Supply Chain Management Technicians. Performs related functions.

GENERAL RESPONSIBILITIES

Participates in program review and pre-negotiation conferences with top level/management personnel on proposed procurement programs. Prepares procurement plans conferring with General Counsel, Supplier Diversity, and technical staff and as appropriate.

Reviews procurement requests, statements of work, specifications, draft advertisements, sole source and limited procurement justifications, as applicable.

Develops evaluation factors in conjunction with the Contracting Officer's Technical Representative (COTR).

Selects contract type, e.g., firm-fixed-price, task order, fixed unit price, incentive, cost-reimbursement, etc., based on a variety of considerations and determines method of procurement, e.g., request for proposal (RFP), request for quotations (RFQ), or invitation for bid (IFB).

Conducts market research to identify sources/potential offerors that can satisfy the pricing and delivery requirements and meet socio-economic requirements.

Plans procurement schedule for advertisement, pre-proposal conference, evaluation and award, and generates required documentation.

Prepares solicitation documents and incorporates specific terms and conditions covering provisions such as contract type, Small Local Business Enterprise (SLBE) program, Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE), and Women's Business Enterprises (WBE) requirements.

Chairs pre-proposal conferences for prospective offerors; responds to inquiries from potential offerors and prepares written amendments to the solicitation. as required.

Conducts review of proposals once offers are received. Makes a preliminary review of all offers for conformity and responsiveness.

Completes a detailed review for the low/selected offeror for contractor responsibility, calculates the SLBE/DBE/MBE/WBE percentages and presents recommendations to the Supplier Diversity Department for complete evaluation. Obtains technical evaluation from COTR.

Conducts negotiations, to obtain price and other terms and conditions most advantageous to the Airports Authority. Prepares negotiation memoranda to fully document contract files.

Chairs pre-award conference with contractor and Airports Authority technical staff, in which reviews contractor responsibility, the scope of work, contract requirements and procedures, scheduling, etc.

Performs contract management and administration. Receives invoices, coordinates review and approval with the COTR and certifies payment.

Performs other duties as assigned.

QUALIFICATIONS

Seven years of progressively responsible experience in procurement and contract administration. An Equivalent Combination of education and experience.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of and ability to apply contracting principles, policies, and procedures to pre-award and post-award actions.

Knowledge of and ability to implement various types of contracts and methods of contracting for construction projects and for goods and services.

Comprehensive knowledge of and ability to ensure compliance with requirements, procedures, and special programs (e.g., Small Local Business Enterprise (SLBE) program, and Owner Controlled Insurance Program [OCIP]).

Skill in managing and administering multiple, major procurements and contracts concurrently.

Ability to perform detailed analyses of data and information and make recommendations.

Commitment to ethics and integrity in public service to ensure ethical and transparent team activities, set an example for integrity on the team, foster full and open competition in procurement and contracting, and in performing related functions.

Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.

Skill in using a computer and modern office suite software, with emphasis on contracts and procurement management systems/software.

PREFERRED QUALIFICATIONS

Experience with information technology and software procurement and contracting, to include determining appropriate sourcing method and contract negotiation.

Substantial public sector procurement and contracting experience.

Certification as a Certified Public Purchasing Officer (CPPO) by the Universal Public Procurement Certification Council or national or federal certification in a recognized procurement certification/credential.

EDUCATION

A Bachelor's Degree in Business Administration, Procurement Management, or Contract Law or a related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

Certification as a Certified Public Purchasing Officer (CPPO) by the Universal Public Procurement Certification Council or national or federal certification in a recognized procurement certification/credential within two years of hire, placement, or promotion in the job.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

A background security investigation will be required for all new hires.
