Description

Under the direction of the Auditor, performs a variety of accounting and auditing functions. This is a full-time, classified, exempt position.

Examples of Duties
Oversees the daily operations of the Auditor's office, including accounts payable, payroll, revenue collections and purchasing
Responsible for maintenance, security and updating of City's accounting system
Reviews updates to determine what areas will be affected, what is proper timing of updates and the necessity of the update
Coordinate software update implementation with IT department
Advise departments of updates and provide training
Assign profiles and security to employees
Issue and maintain accounting system passwords
Provide training on accounting system and proper accounting policies and procedures
Maintain the City's Chart of Accounts
Assign Capital project numbers
Maintain the City's fixed asset system (e.g. analyzing purchase orders, invoice payments, documentation and recording)
Ensure procedures are followed for disposal of assets, distribute assets tags, enter assets with useful life and depreciation for calculation of depreciated expense for the Annual Comprehensive Financial Report (ACFR)
Work with vendors for interface with accounting system
Maintain review collection program (e.g. A/R Box, on line bill payment and ACH payment)
Research new payment programs
Analyze purchase orders, invoices, and check requisition is in compliance with adopted budget
Prepare purchase orders, payment schedules and ACH for debt payments
Documents for annual SEC filing
Assist Auditor with debt issuance process
Assist in multi-department purchases and Capital projects
Assist in preparation of and/or review of purchase orders
Assist in the preparation of draft legislation for departments to submit to City Council
Reviews and recommends updates of Finance (Auditor) department policies and procedures to the Auditor
Review legislation for Council Clerk prior to completion
Assist in development, review and updating of policies and procedures (e.g. accountability of City funds, fiscal controls and compliance with laws, rules and regulations)
Ensure the reliability, accuracy of records, protection of funds and resources
Formalize all documentation regarding purchasing and expenditures procedures/policies
Ensure accurate audit trails, make recommendations
Prepares monthly journal entries and financial reports for distribution
Review transactions
Prepares special reports as requested
Record OPWC transaction as received, monthly investment reports, bank reconciliation and complete monthly Fund Report
Prepares TIF report
Assist with preparation of Annual Statement for Bond issues
Prepare annual tax budget, report to counties
Set up and assist department with annual budget including worksheets and budget ordinance for Council. Monitor fund balances, expenditures, encumbrances and appropriations
Completes the annual closing procedures (e.g. carrying over purchase orders, closing purchase orders, assist with balancing year end E-zone, soft close fund balances and enter adopted budget into accounting system)
Provide backup and oversite to Utility (Water) Department
Review adjustment for general ledger
Assist with annual calculation for rate adjustments for water and sewer
Ensure compliance of rules and regulations of GASB, Auditor of State, GFOA, AGA and other governing bodies
Administer and ensure compliance with financial part of grants and loans
Prepare required reports as the financial point of contact for Federal Grant programs
Coordinate annual audit with independent auditors
Work with GAAP preparer
Update all schedules and reports in the Annual Comprehensive Financial Report (ACFR)
Deliver completed financial statements
Balance and prepare federal tax forms (e.g. W-2's, 1099's ACA, etc.)
Prepares H.S.A. payments
Audit payroll reports and procedures
Prepare monthly reports and payments to OPERS and OP & F
Respond to inquiries from pension organization and employees
Complete required retirement and termination paperwork for pension organizations
Provides support to subordinates in performing accounting tasks (e.g., payroll, processing purchase orders, receives payments of City fees)
Performs other accounting tasks as assigned
Remains informed of current developments and procedures pertinent to duties
Participates in staff development activities and services review procedures
Attends staff meetings/supervisory conferences
Maintains required licenses/certificates
Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions
Demonstrates regular and predictable attendance
Performs other related duties as assigned

Typical Qualifications

Education:
Completion of a Bachelor's degree from an accredited university or college in Accounting, Business Administration, Finance, Public Administration or a closely related field. Masters preferred.

Experience:
Six (6) years of experience in accounting and auditing; experience in municipal government
Two (2) years of supervisory experience.
Working knowledge of government fund accounts, payroll requirements, rules and reports.
Clear understanding of rules for Fair Labor Standards, Workers Compensation and pension requirements.

Licensure or Certification Requirements:

Completion of a Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Public Finance Officers (GFOA) certification or working towards with a completion date of one-year and six months (18 months) from date of hire.
Valid Ohio driver's license.
