Position Summary (Primary Function)

The Procurement Manager is responsible for overseeing, administering and periodically refining the District's procurement policies and practices to ensure compliance with public procurement laws and applicable federal regulations, including FAA and other federal or state funding requirements. This position will also ensure that procurement documents are appropriately drafted and executed on behalf of the District, which includes preparing, organizing, and maintaining request for bid (RFB), request for proposal (RFP), request for qualifications (RFQ), and contract records in accordance with District policy guidelines. A key focus of this role will be to coordinate with District leadership to ensure their procurement needs are met. The Procurement Manager is responsible for assisting with specification development, maintaining, and optimizing procurement software modules, awarding bids, managing DBE/ACDBE programs and initiatives, contractor bond and insurance reviews, recommending policy and procedure improvements, and providing analysis for decision making purposes.

Responsibilities (Essential Functions)

Procurement document preparation and processing including:

o Review, and proofread RFB, RFP, RFQ, and contract documents for accuracy and compliance with District policy guidelines.

o Develop and deploy standardized templates in accordance with District policy guidelines.

o Coordinate appropriate internal review of procurement documents with internal stakeholders to identify and track needed document revisions.

o Review documents for compliance with procurement policies prior to contract execution.

Assist with the development of RFQ for professional and consulting services as well as execution of agreements and amendments.

Coordinate with end users and evaluate proposals as needed.

Stay current with public Co-operative Purchasing Agencies.

Oversee supplier selection and help coordinate delivery of orders with end-users.

Maintain database of qualified service providers.

Conduct outreach initiatives to garner interest in GSP services.

Review, interpret, and implement existing and new federal, state, and applicable agency procurement rules and regulations, incorporating such laws, FAA Advisory Circulars, rules, and regulations into District operating procedures.

Reviews, prepares, and maintains standard agreements and solicitation documents including boilerplate/templates applicable to both routine and complex contracts.

Identify potential risks in procurement and solicitations and advise and coordinate with stakeholders to develop and implement risk mitigation solutions.

Manage the reporting and compliance aspect of the District's Disadvantaged Business Enterprise (DBE) programs and Airport Concession Disadvantaged Business Enterprise (ACDBE).

Research, analyze, and provide executive level summaries for a broad range of contractual and regulatory matters.

Collaborate with stakeholders on procurement methods and timelines for professional and specialized services and complex projects; review requests for proposals or qualifications; deliverables and evaluation criteria for compliance with the District's policy guidelines.

Perform required analysis, data collection and market research, identifying and utilizing appropriate principles, methods, and quantitative data collection methods.

Drive efficiencies and cost savings through the District's procurement process.

Develop encumbrance reporting to assist District in the implementation of robust purchasing and procurement processes.

Assist Finance team in reviewing and refining the vendor management process including appropriate set up and maintenance.

Education

Bachelor's degree in either business administration, public administration, finance, or a related field; or the equivalent combination of education and/or relevant experience, required.

Experience

Five (5) years professional experience in procurement, contracts, or other related experience, preferred.

A minimum of one (1) year of leadership experience in procurement, managing either people or processes.

Experience in a public agency and/or airport setting, highly preferred.

Experience with Sage Intacct or other ERP systems, preferred.

Knowledge, Skills, and Abilities

Knowledge of principles and practices of public administration and procurement management.

Ability to develop policies, procedures and processes that increase procurement effectiveness and efficiency.

Working knowledge of DBE/ACDBE, preferred.

Problem solving skills using a logical, systematic, and analytical approach.

High level of proficiency in the use of a personal computer, including skills in Microsoft Office (Word, Excel, PowerPoint, SharePoint, etc.) and accounting and procurement systems.

Proficiency with prioritization, organization, and verbal and written communications.

Ability to manage multiple projects simultaneously.

Ability to establish and maintain effective working relationships with coworkers, vendors, and the public.

Ability to maintain control and exhibit good public relations under all conditions.

Maintain a high degree of professionalism when interacting with District staff, tenants, customers, and representatives of local, state, and federal agencies.

Attention to detail is imperative to improve efficiency, reduce and prevent errors, and maintain compliance.

Diligence must be exercised when handling confidential information.

Reasonable care for equipment/processes to prevent injury/damage.

Responsible for own work but must coordinate with others (tenants, the public, mutual aid partners, colleagues, etc.).

Working Conditions

Typical office environment with frequent sitting, walking, standing, and occasional lifting.

Must be able to operate a computer keyboard, telephone, and other standard office machinery.

Must be able to drive to various locations on and off airport premises.

Other Requirements

Must be able to complete and pass a background investigation, drug screening, and physical examination as per Federal, State and GSP Airport District requirements.
