Performs site review for private projects and assists with technical design on smaller projects.The hiring range for this position is $129,584.00 - $164,928.40, DOQ.This position is open until filled and may close at any time.Essential Job FunctionsElectric utility work includes engineering design and electric facility installation meet City design and NESC standards; reviews feeder maps of the electric distribution system; recommends changes to existing system configuration in order to accommodate future load growth and/or system improvements; coordinates with other utilities for planning, design and construction of large scale projects; reviews proposed installations of electrical systems designed by other engineers and technicians; designs electric overhead and underground distribution facilities for residential, commercial and industrial projects, including subdivisions, single/three phase and small projects; designs overhead pole lines including pole sizes, tension on guy wire and anchors; and determines wire size, transformer size and materials necessary to connect all electrical customers.Serves as a project and/or construction manager for multi-discipline projects, designed by in-house staff or consultants, of ranging complexity, type and scope; ensures delivery within defined objectives, priorities, budgets, and deadlines. Project Management experience in managing design and construction meetings and contracts; develops project scopes, cost estimates, biddable plans and specifications, and schedules for City Projects. Experienced in handling challenging issues such as utility conflict resolution and relocations; May supervise department employees, which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases. Oversees external engineering, environmental and construction contractors, ensuring the best use of City resources and timely completion of projects.Maintains project files and documentation.Serves as a team leader; and mentors and leads less experienced staff in day-to-day business or for special projects.Assists City site inspectors and conduct field inspections of projects installed by contractors, developers or individuals on an as needed basis.Fills in for other members of the engineering staff during scheduled vacations, etc. Represents the division as needed with City senior management. Reviews and approves subdivision and site plans and associated plans/studies submitted by private sector Engineers (for private development) to ensure compliance with all applicable rules, regulations, and ordinances.Assists in the development of the Capital Improvement Project (CIP) program.Provides technical guidance and support to other inter-governmental departments within the City; recommends revisions to the Design and Construction Standards Manual and related documents; Provides technical responses to questions posed by developers, civil engineers, contractors, citizens and others throughout the jurisdictional area; Prepares and presents information on project reports and budgets; and other matters involving Department related activities and projects, including but not limited to, private development projects under review, to the City Council, other various agencies, and citizens.Attends meetings with state and adjoining jurisdictions' representatives on various issues pertaining to the Department.Performs other related duties as assigned.Minimum Required QualificationsBachelor's degree from a four-year college or university in Engineering and, five years of progressively responsible related experience; or, any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.Special Requirements Must possess and maintain a valid Virginia driver's license.Must possess a license as a Professional Engineer in the Commonwealth of Virginia.May be required to possess additional certification(s) as deemed necessary by the City.The City of Manassas offers a variety of comprehensive benefits packages, participation in the Virginia State Retirement program, generous annual and sick leave and 13 paid holidays for full-time employees!
